Congress passed the Foreign Assistance Act on September 4, 1961. The act reorganized foreign aid programs and separated military and non-military aid.

Executive order
President Kennedy, who often mentioned help for Asia, Africa, and Latin America, signed an executive order on November 3, 1961, which established USAID.
The order directed the Secretary of State to administer the agency.
The claim by USAID it is an independent agency, reporting only to the President is totally false, because there is no law or EO declaring it to be independent

Trump has decided to reform the existing agency and put also under the direction of the Secretary of State.

About one day after the US Agency for International Development's website went dark and its official X account disappeared, President Donald Trump addressed reporters Sunday night, declaring, "It's been run by a bunch of radical lunatics. And we're getting them out."
By midnight, Elon Musk—who oversees the government efficiency initiative "DOGE"—provided taxpayers with an update on USAID's status during a live X Spaces session.

Musk told the more than 682,000 listeners , who tuned in, that the president "agreed we should shut it [USAID] down."
This would be one of the largest planned cuts to date, and the fate of USAID is likely that it will lose its independence and be rolled into the State Department.

It was created by executive order (JFK) and can be undone by executive order (Trump)
Some other vehicle, or a reorganized USAID, would take its place, also by executive order

"As we dug into USAID, it became apparent that what we have here is not an apple with a worm in it, but we have actually just a ball of worms.
If you have an apple with a worm in it, you can take the worm out. If you have a whole ball of worms, it's hopeless.
USAID is a ball of worms. There is no apple.
And when there is no apple you just need to get rid of the whole thing. That's why it's got to go. It's beyond repair," Musk explained.
Musk wrote on X, "USAID is a criminal organization. Time for it to die."
The move to end USAID as a stand-alone agency comes as the DOGE creator revealed: "Did you know that USAID, using YOUR tax dollars, funded bio-weapon research, including COVID-19, that killed millions of people?"
Musk's comments come after the administration placed two top security chiefs at USAID on leave after they refused to turn over classified material in restricted areas to Musk's government-inspection teams, a current and a former US official told The Associated Press on Sunday.
Members of Musk's Department of Government Efficiency, known as DOGE, eventually did gain access Saturday to the aid agency's classified information, which includes intelligence reports, the former official said.

Trump has already ordered a freeze on foreign aid as part of his "America First" foreign policy.
As some note, USAID has effectively served as a laundering scheme for the Deep State.

Journalist Robby Starbuck provided further color:
"Like I said before, USAID is a front for the CIA.
And together with NGO's like the Open Society Foundation, they have been using US tax dollars & govt resources as their personal piggy bank.
It has been infuriating to watch.
Hopefully now the whole truth will come out," journalist Lara Logan wrote on X.

RFK Jr. revealed that USAID was actually a CIA front, secretly funneling $5 billion from 1991 to 2014, to ignite riots and a violent Coup d'Etat in Kiev, Ukraine, with several hundred people killed and seriously injured.
According to RFK, Jr, these CIA-backed riots triggered a coup d'état that toppled Ukraine's neutral, democratically elected government.
Just one month before the coup, a leaked call between Victoria Nuland and the U.S. ambassador to Ukraine exposed that she had already handpicked the country's new cabinet. "So they're picking the new government a month before the old government is overthrown."

USAID, led by Samantha Power, has been accused of funding radical left-wing groups, destabilizing governments, and pushing globalist agendas in Hispanic America.
Explosive allegations claim that millions of US taxpayer dollars have been funneled into socialist NGOs, extremist activists, and projects aimed at destroying conservative values in the region.
This is worse than 9/11 for Democrats. USAID is the primary vessel they use to achieve their political agendas. USAID is and always has been the primary source of funding for their influence peddling schemes and for their indirect sources of income, which is disbursed by USAID to Democrat-friendly NGOs, that employ "friends of friends"
Now we see why they are protesting so much. Their decades of dirty laundry is about to be revealed to the public.

Musk's involvement with DOGE suggests that the rapid counteroffensive against the Deep State is underway.
What likely happened with USAID is a precision-guided strike aimed at severing the Deep State's key funding source.
Always follow the money—neutralizing the Deep State's ability to launder taxpayer funds is a good start.

It is assumed, 1) all W/S output, based on historic weather data, is loaded into batteries, 2) all demand is drawn from batteries, based on historic load on the grid, as published by ISO-NE.
An annual storage balance was created, which needed to stay well above zero; the batteries are not allowed to "run dry" in bad W/S years. The balance was used to determine the wind and solar capacities needed to achieve it.

New England would need a battery storage system with a capacity of about 10 TWh of DELIVERABLE electricity from batteries to the HV grid.
Daily W/S output would be fed to the batteries, 140 TWh/y
Daily demand would be drawn from the batteries, 115 TWh/y in 2024
Battery system roundtrip loss, HV to HV, would be 25 TWh/y, more with aging
Transmission and Distribution to users incur additional losses of about 8%, or 0.08 x 115 = 9.2 TWh
The battery system would cover any multi-day W/S lulls throughout the year
Batteries would supplement W/S output, as needed, 24/7/365
W/S would charge excess output into the batteries, 24/7/365
Tesla recommends not charging to more than 80% full and not discharging to less than 20% full, to achieve normal life of 15 years and normal aging at 1.5%/y.

The INSTALLED battery capacity would need to be about 10 TWh / (0.6, Tesla factor x aging factor x 0.9, outage factor) = 18.5 TWh, delivered as AC at battery outlet.

Federal and state tax credits and cash grants,
5-y Accelerated Depreciation write off of the entire project
Deduction of interest of borrowed money.
The effect of the three items is to reduce the owning and operating cost of a project by 50%, which means electricity can be sold at 50% less than it costs to produce.
Utilities pay 15 c/kWh, wholesale, after 50% subsidies, for electricity from fixedoffshore wind systems
Utilities pay 18 c/kWh, wholesale, after 50% subsidies, for electricity from floating offshore wind
Utilities pay 12 c/kWh, wholesale, after 50% subsidies, for electricity from larger solar systems

Excluded costs, at a future 30% W/S annual penetration on the grid, the current UK level:
- Onshore grid expansion/reinforcement to connect distributed W/S systems, about 2 c/kWh
- Traditional power plants to quickly counteract W/S variable output, on a less than minute-by-minute basis, 24/7/365, about 2 c/kWh
- Traditional power plants providing electricity during 1) low-wind periods, 2) high-wind periods, when rotors are locked in place, and 3) low solar periods during mornings, evenings and at night, about 2 c/kWh
- W/S electricity that could have been produced, if not curtailed, about 1 c/kWh
- Importing electricity at high prices, when W/S output is low, 1 c/kWh
- Exporting electricity at low prices, when W/S output is high, 1 c/kWh
- Disassembly on land and at sea, reprocessing and storing at hazardous waste sites, about 2 c/kWh
Some of these values exponentially increase as more wind and solar systems are added to the grid

Norway gets 90% from hydro reservoir plants and 10% from west coast windmills.

Because of long distances, there is little connection between the north and south grid.

Any draw by the UK during W/S underproduction affects the south grid.

The grid is pumped by generators with 50-cycle electromagnetic waves which travel at near the speed of light.
Electrons do not travel. They just vibrate at 50 Hz

Any UK underproduction, resulting in voltage drops, is immediately sensed, and compensated for, by opening the water valves to hydro turbines in Norway.

A few years ago, Norway oversupplied Germany and the UK, which resulted in much higher wholesale prices in the south grid, low water levels in reservoirs, rationing, aka blackouts/brownouts, and lots of Norwegians with EVs and heat pumps being p..d off.
