Under LD 828, to remove your township, plantation or municipality from the Expedited Permitting Area, you must submit a petition to LUPC requesting it. It must be in a format provided by LUPC and include the signatures of at least 10% of the number of registered voters residing in the township, plantation, municipality or portion thereof that voted in the most recent gubernatorial election.

The petition must be presented to LUPC between Jan 1, 2016 (when the law takes effect) and June 30, 2016.

If I understand correctly, once you present your petition to LUPC, your township is effectively not expedited unless a wind application has already been presented. After that the wind proponents must formally request a hearing if they want to return it to expedited status.

You might want to verify this with Alan Michka. And while you're at it, thank him for the endless hours and miles of hard work he put into returning this right to all Maine citizens.
