The attached letter written by Brian Raynes appears in the current edition of the Houlton Pioneer-Times and provides interesting insights into First Wind activities in southern Aroostook County.

After my posting of the Oakfield Review Committee Report I was contacted by a municipal official from the Town of Oakfield. He had some legitimate criticism with the context in which I presented the document. Issue was taken to my statement that First Wind paid $90,000 for consultants/legal representatives on behalf of the town. It was suggested that the "clear known facts be stated". I could not agree more, so in light of that request I would like to provide the following clarification:

"First Wind offered $50,000 which was later amended to $60,000 and the town paid the other $30,000 indirectly thru a change in the first year TIF percentage."

To allow for full disclosure it should also be included that this TIF agreement was negotiated on behalf of the community with legal expenses of approximately $30,000 paid by First Wind.

Accuracy is imperative when trying to address any issue. I apologize for this confusion.

NREL Wind Resource Assessment Handbook - on page 3-2 you will read "Class 2 areas are marginal and Class 1 areas are unsuitable for wind energy development." Then why will wind complexes be sited in Class 2 areas? SUBSIDIES - your hard earned tax dollars. NREL_Wind_Resource_Assessment_Handbook.pdf

The purest way to do that independent review is to have the town or regulator choose the reviewer and the developer pays the bill. Lies, Qwenky. It more than that. By the time any resistance can form these developers have already infiltrated the town for months or years. It's not enough for us to complain and resist. That's defense. We need to change the laws and rules that now deliver the projects for the developers.

This is the official DOE map of Maine's wind resource at 50 Meters. Looking at the color code, it quickly becomes apparent that many of the on land spots that are being planned for industrial wind complexes are graded as Marginal or Fair. Look carefully at the coast. All the talk is to go way offshore into technologically and financially challenging deep wtaer, where, as Sen. Susan Collins notes on her website, it's "out-of-sight of land". Well, that's OK, except it LEAPFROGS the idea of siting turbines right at the shore. Look at the map and you will see the wind right at the shore is generally far, far superior to the areas they envision for turbines on land. Why is it OK to put an inland turbine virtually on top of someone's house, but by the seaside, there is an effective setback of perhaps 10-20 miles??? I thought everyone had equal protection and everyone was equal. Source: http://www.windpoweringamerica.gov/images/windmaps/me_50m_800.jpg Maine _Wind_Resource_Map_at_50_Meters.jpg

This is an official DOE U.S. Wind Resource Map at 50M. Look at all the states. Many of these have been flattered with the same con-artist line we have --- "You are the Saudi Arabia of Wind". That sort of flattery is part of the con and is designed to get you to drop your guard. Next time you hear it, hold on to your wallet.us_windmap-at_at_50Meters_Height.pdf

Oakfield Review Committee report. This has been erroneously cited as an ordinance, however, it is nothing more than a series of recommendations. It should be noted that First Wind paid the approximately $90,000 in consultant/legal fees to produce said document. Veto power over the choice of consultants was also retained by First Wind.Oakfield Wind Energy Review Committee Report.PDF

Maine Center For Public Interest Reporting – Three Part Series: A CRITICAL LOOK AT MAINE’S WIND ACT

******** IF LINKS BELOW DON'T WORK, GOOGLE THEM*********

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
