Patriots Renewables has sent and the DEP has received their application for Woodstock. So far as I can tell, the DEP has not designated it as complete for processing. Once it is designated as complete, people will have 20 days to request a public hearing according to rules. The date of designation as complete fror processing will appear on the DEP website under Spruce Mountain Wind Development. The application documents from Patriots is currently on the DEP site.

One item that caught my attention within the Dixmont wind ordinance relates to "scenic or special resource" In addition to addressing scenic resources of state and national significance, it includes areas of local significance as identified in their comprehensive plan. The intent here is to prohibit development ( i.e. wind farms) from these areas. The ordinance also states setback distances to these areas.

just read Transcanada's proposal to LURC to construct a wind farm on Sisk Mountain. One aspect never brought up in their proposal is the value of character. Does a geographical feature have character ? I have worked for developers in Rangeley and Bethel, constructing subdivision roads. You want to erect a WT which costs 2 million dollars. you get 30% back by federal grant ($600,000.00 ) you get 2.1 cents per kilowatt produced . You have a 1.5 MW turbine expected to produce 4880 MW/hr per year. at 20 years, the PTC amount is $2,049,600.00. A 2 million dollar, 1.5 MW WT pays you $2,649,600.00 in taxpayer earnings.
