One approach for communities concerned about Industrial Wind Turbine development: get your town gov. to establish an ad hoc Wind Advisory Committee.  The most courageous towns allow anyone with an interest to join the committee.  This eliminates bias and has the best results I know of.  Ck out Renneselaer, NY (or ask me to attach cc.  The town decided, based on their recommendation, to ban IWTs.
