Finger Pointing After Gulf of Maine Offshore Wind Sites Announce

Time to build an offshore wind superhighway?

Ocean wind turbine companies with a capacity of up to 1200 megawatts send power from each wind turbine through cables to an offshore wind platform. From the platform two larger cables are used to bring power onshore.  The New England electric grid operator defines this as one circuit.

Generally, each wind company has a lease area that can produce 3600 megawatts in three construction phases. This results in cables from all the turbines to three platforms with three sets of wires with a need for three separate onshore wind sites to get to the electric grid. 
.
This process today is called the "unplanned process" where each company selects somewhere to make landfall in a residential community near the offshore wind site. 
.
The offshore wind power object is to get the power to the large cities where the power will be used. The current method requires bringing cables into Cape Cod, Massachusetts residential towns. The power goes off Cape Cod to Boston by way of the old antiquated electric grid. In 2019 Falmouth, Massachusetts was selected as one of these locations but the electric grid can not handle the power from the first wind proposal and remains under study.

This current "unplanned process" is also referenced as the low-hanging fruit method. To reach 2025 Massachusetts political climate goals state officials allowed the first companies to come onshore willy-nilly. In Europe, the wind landfall sites are military sites, large industrial cities, and residential communities avoided

Massachusetts state officials allowed offshore wind companies to cancel their contracts in 2023. The New England grid operator and local regional electric companies were conducting studies to accommodate the projects. A Massachusetts law codified a goal of receiving 5600 megawatts of power from offshore wind by 2027. The current "unplanned process" of offshore wind cable plans requires many more onshore communities to give up their residential property rights for the agenda.

The federal government recently proposed eight offshore wind locations on a million acres of ocean off the coast of Maine and Massachusetts. The federal government through a grant gave Maine 2.166 million to develop a road map for offshore wind.

The federal government is handing out offshore wind lease sites between Maine and Massachusetts weeks after the New England grid operator finished a New England 2050 transmission study. 
.
The issue now is federal agencies have been permitting the projects in the ocean with the wind companies designating multiple residential communities to receive 1200 megawatt cables through their neighborhoods. To put the power in perspective the Plymouth, Massachusetts nuclear plant output was 680 megawatts. Most residential communities are against industrial-powered 1200 megawatts buried outside their front doors.

To continue the "unplanned process" for offshore wind will require a process in which the state governments will acquire private property rights for a public benefit known as condemnation. 
This process has a court process in which the property owners receive compensation via eminent domain state regulations 
.
In 2019 federal and state officials ignored studies done in Boston by the Brattle Group and a Boston offshore wind submarine cable company called a "planned process" for offshore wind contractors. 
The process requires a submarine offshore wind superhighway to all the large cities in New England where the power will be used.

The "planned process" requires only select routes in which offshore wind companies hook up to their network rather than placing multiple cables to residential towns that don't want the projects.

Massachusetts officials who rejected the "planned process" in 2019 face major permitting issues. The permits issued by towns and county commissions require time and legal actions. The federal energy agency, New England grid operator, state officials, and offshore wind contractors should meet in one room.

Massachusetts between 2005 and 2012 placed commercial megawatt land-based wind turbines in residential communities causing health and massive legal court challenges. The agenda was for 2000 megawatts of wind power by the year 2020. The agenda was a horrific failure with only 100 megawatts of wind power today. The same officials today propose taking local zoning regulations from local officials to place high-voltage onshore wind power cables and substations.

Note# Since 2016 with the start of the Block Island, Rhode Island offshore wind project the federal government has declared a North Atlantic Right Whale Unusual Mortality event. The deaths continue to follow the wind turbine construction.

If whales lose their hearing due to offshore wind sonar testing and pile driving in the ocean a deaf whale is a dead whale. The whales can not navigate, hunt, or communicate leading to starvation and ship strikes. When an environmental group denies the association between whale deaths and offshore wind and calls it a coincidence a reference should be made to the amount of resources or grants received from offshore wind interest.
