BOEM Aware of Lost Boat M/V Mistress in 2020
2019, the Bureau of Ocean Energy Management (BOEM) had a regulatory and planning agenda for offshore wind energy development. As a government institution under the U.S. Department of the Interior, BOEM executed several key initiatives to advance offshore wind planning.
BOEM operated under Executive Order 13783 (issued in 2017), which explicitly directed federal agencies to promote offshore wind.

The fishing industry and maritime interests argued for 2-nautical-mile spacing of offshore wind turbines for safety. Federal agencies and developers focused on financing, ignored safety concerns, and chose a standard 1-nautical-mile grid layout for major offshore lease areas.

On January 1, 2019, the fishing boat F/V Mistress sank in a storm near the Block Island wind turbines. A Coast Guard MH-60 helicopter spent 37 minutes searching for the boat. Radar clutter from the turbines interrupted the search. The Coast Guard determined the boat was lost.

A Green Oceans dive team recently conducted a "targeted" dive at Block Island wind turbine #1 and found what appears to be a boat. Green Oceans has asked to reopen the investigation.

So the question is, did BOEM forget to tell anyone about finding a boat, burying one sentence in a 263-page report, or an intentional omission to protect the one-nautical-mile setback decision made by federal agencies and offshore developers?
