UMaine's Habib Dagher slams Hoover Dam's capacity factor in praising wind but ignores dispatchability
".....But the massive Hoover Dam, which has a nameplate capacity of 2,000 megawatts, has a capacity factor of only 25 percent. That’s because the flow of a river, like wind, fluctuates over time. So a 50 percent capacity factor for offshore wind energy is actually pretty decent".

Ok, so let's throw a few more millions of dollars at this before you start addressing that problem.
Cause as usual by then it's too late to go back to the drawing board. And it'll be a done deal and any protests will be smothered by paid hacks.

In my research last year on this particular dam, the article stated that over the years the capacity of this dam has been diminished mostly due to the excessive water use by irrigation of crops and other human uses such as trying to grow grass in the desert southwest. I believe California receives some of its water from this River also. That major factor and the fact that there are others tapping into the river before it gets to the dam. The water level behind the dam is over 100 feet below its overflow levels.
