Trump Vs 17 States and SouthCoast Wind June 30

SouthCoast Wind, formerly known as Mayflower Wind, received its first Construction and Operations Plan approval from the Bureau of Ocean Energy Management on February 15, 2021.

Between 2020 and 2022, SouthCoast Wind agreed to power purchase agreements with utility companies proceeding with offshore wind contracts.

In 2022, Russia invaded Ukraine, and by the end of the year, offshore wind companies stated contracts were no longer viable due to the war, interest rates, inflation, and supply chain issues.

In 2023, Massachusetts allowed SouthCoast Wind to walk away from signed PPA contracts. The Massachusetts Department of Public Utilities required SouthCoast to pay 60 million in termination fees.

Massachusetts allowed new contracts for SouthCoast Wind later in 2023.

The Massachusetts Department of Public Utilities issued this new offshore agreement, Mass DPU 23-42, on May 31, 2023, over two years ago for SouthCoast Wind. The execution of the Power Purchase Agreement contract negotiations has been extended to November 7, 2024, then to January 15, 2025, and subsequently to March 31, 2025, and then to June 30, 2025.

The next SouthCoast Wind power purchase agreement is due Monday, June 30, 2025.

Now, a new wrinkle of years of contract procrastination. In May 2025, seventeen states filed a federal lawsuit challenging President Trump's executive order reviewing offshore wind permits. SouthCoast Wind's final permit was signed during the last weeks of the Biden administration.

Trump administration officials have brought up a former Biden EPA political appointee talking about "tossing gold bars off the Titanic. Other issues are the use of Biden's autopen and who controlled the signing machine.

 On June 10, 2025, Michael Brown, the CEO of SouthCoast Wind, filed a declaration in the 17-state federal lawsuit number 1:25-cv-11221.

In the declaration filed by SouthCoast Wind, it warns that they will not be able to reach a Power Purchase Agreement with Massachusetts by Monday, June 30, 2025, due to the Trump executive order and may have to wait two years.

The bottom line here is SouthCoast Wind hasn't been able to reach a Power Purchase Agreement since 2022. President Trump was inaugurated on January 20, 2025, only a few months ago.SouthCoast has two choices for June 30, 2025. Extend the Massachusetts Power Purchase Agreements down the road another three months, as they have been doing for years, or cancel the contracts for two years, as stated in the federal declaration.
