Tri-state Offshore Wind Solicitation Due January 15, 2025

Massachusetts, Rhode Island, and Connecticut coordinated an offshore wind solicitation in 2024 with SouthCoast Wind, New England Wind 1, and Vineyard Wind 2 projects.

Connecticut dropped out of the solicitation and as a result, Vineyard Wind 2 dropped out.   

The Electric Distribution Companies notified the Massachusetts Department of Public Utilities in 2024 that they have not completed contract negotiations with offshore wind companies. They expect to execute contracts on or before January 15, 2025.

Offshore Wind faces issues: 

1. Federal Energy Regulatory Commission, FERC, Docket EL 23-16 grants a complaint directing ISO-New England and Participating Transmission Owners, PTOs, to submit a compliance filing removing from the Tariff any provisions allowing the assignment of Network Upgrade O&M costs to interconnection customers by February 18, 2025

2, Supreme Court Justice conference January 10, 2025. ACK For Whales asks their case to be heard because government agencies acted improperly. For example, reviews did not factor in the cumulative impact of multiple offshore wind turbine farms regarding the right whale. The decision will be after January 15, 2025

3, January 9, 2025, the Nantucket Select Board meets in executive session to discuss the litigation strategy for the approval of SouthCoast Wind (106) by the Bureau of Ocean Energy Management BOEM. 

Note# No study if Nantucket residents will be exposed to regulatory noise or low frequency/ infrasound from 200 plus wind turbines.

4. The Bureau of Safety and Environmental Enforcement (BSEE) investigation of the July 13, 2024, GE Vernova-Vineyard Wind Nantucket blade failure. January 14, 2025, BSEE and Nantucket Select Board public meeting.BSEE will respond to questions submitted before the meeting.

5. The Block Island, Rhode Island wind farm started in 2016. Humpback whale mortalities have increased off the East Coast. NOAA Fisheries since 2017 has declared an Unusual Mortality Event declaration and investigation.

Starting in Westport, Massachusetts in 31 days 13 dead whales have been found as offshore construction increases. The evidence points to whales and dolphins losing their hearing resulting in a lack of communication, eating, grounding, and straying into shipping lanes causing ship strikes.

Offshore wind is losing public support as many environmental groups have received resources and funding from offshore wind contractors. Scientists and researchers who perform necropsies generally work with environmental groups.

6. In 2024 the Morro Bay Commercial Fishermen's Organization and Port San Luis Commercial Fishermen Association filed a lawsuit against offshore wind. The lawsuit cites a 2023 acoustic study from the Atlantic coast, survey vessels were linked to whale and dolphin deaths.  The fishing industry is against offshore wind.

7. The new administration has vowed to target renewable energy projects changing which projects receive funding. There are at least three types of safe nuclear reactors: Generation IV, Sodium-cooled, and Molten salt which all provide the best revenue stream without having to rebuild the entire electric grid.

8. The stock prices of offshore wind companies are plunging 10 to 20 percent while companies associated with safe renewable nuclear energy have increased over 20 percent in only a short period.
