ALBANY, NY (July 15, 2008) - Attorney General Andrew M. Cuomo announced today the launching of an investigation into two companies developing and operating wind farms across New York state amid allegations of improper dealings with public officials and anti-competitive practices.
Wind farms are clusters of large electricity-generating turbines powered by wind and connected to the electric grid.
Subpoenas were served on Newton, Massachusetts-based First Wind (formerly known as UPC Wind) and Essex, Connecticut-based Noble Environmental Power, LLC. They are part of an investigation into whether companies developing wind farms improperly sought or obtained land-use agreements with citizens and public officials; whether improper benefits were given to public officials to influence their actions, and whether they entered into anti-competitive agreements or practices.
In recent months, the Office of the Attorney General has received numerous complaints regarding the two companies from citizens, groups and public officials in eight counties alleging improper relations between the companies and local officials and other improper practices.

"...The Code calls for new oversight through a multi-agency Task Force, and establishes unprecedented transparency that will deter any improper relationships between wind development companies and local government officials.
The first companies to sign the Attorney General’s Wind Industry Ethics Code are Essex, Connecticut-based Noble Environmental Power, LLC and Newton, Massachusetts-based First Wind (formerly known as UPC Wind). Both companies currently operate wind farms in New York and have several others in development."

This project has a lot in common with the Bowers project. Namely the proximity to Scenic Resources of State and National Significance. Although Passadumkeag Mtn itself is in the expedited wind permitting area, it is just on the edge of a region that was intentionally excluded from the expedited area. Its scenic impact will extend well into the unexpedited area. Within 8 miles there are four lakes that are recognized by the State of Maine as Scenic Resources:
- Saponac Pond (significant scenic value)
- Nicatous Lake (outstanding scenic value)
- Lower Pistol Lake (significant scenic value)
- Spring Lake (significant scenic value)
The developer of this "wind park" (gotta love that euphemism!) will install 14 Vestas 3.0MW turbines that are 459' tall. Because the connector line runs west from the mountain, the unexpedited area and the impacted lakes are absent from Stantec's maps.
Noble Environmental was bought out by Quantum Utilities, headed by a former Goldman Sachs exec, Larry Kellerman.
