Owned by Record Hill Wind and Yale University, the small 51-megawatt wind project received a $102 million loan guarantee in August 2011.[71] Less than a year later, Record Hill collected a $33.7 million cash grant from the Treasury’s 1603 program.[72] The money helped pay for two Siemens wind turbines, a company with a market capitalization of $68 billion.[73] Though hailed as an innovative technology, the 2012 House Oversight Committee reveals that was not the case. The money helped deploy an already existing technology that had been operating in Europe since 2005 and in the U.S. a year later. More than 1,300 of these turbines exist worldwide and implementing minor modifications does not signify the cutting edge technology the program is supposed to support.[74]

Department of Energy Finalizes $102 Million Loan Guarantee to Record Hill Wind, LLC for Maine Wind Project

AUGUST 15, 2011

The Record Hill wind project will consist of 22 turbines and new transmission lines to interconnect with Central Maine Power, the local utility.  The turbines will be installed with innovative Turbine Load Control (TLC) technology, a system of sensors and processing software that allows the turbines to continue to generate electricity under turbulent conditions, rather than be shut down completely.  TLC is also expected to reduce wear-and-tear on the turbines, reduce operation and management costs, and preserve the lifetime of the turbine components.

The project turbines and met towers would introduce new vertical elements into the landscape and
other project components including the electrical lines, O&M building and substation would be visible from some locations. The turbines would be visible from Old Blue Mountain on the

The Department of Energy’s loan guarantee programs have been the focus of much public attention since energy company Solyndra went bankrupt last year, leaving taxpayers with a $538 million bill. Of equal concern to the significance of this waste, however, is the distortion and incentives experienced by both lenders and companies that participate in the government loan program, as well as the distortion of market signals. Further looking at where the money is going, the evidence seems to go solidly against the idea that they are achieving their goals. And the systematic economic harm done by rewarding companies that forgo value creation in favor of pursuing financial benefit through the political system creates long term consequences for our economy and our country.

From September, 2016:

Record Hill Wind missed the filing deadline again with FERC for 2Q2016 (it was 8/31). I have to believe that they are in serious financial trouble. The ISO-NE Average Wholesale Energy rate for 2Q2016 was $23.39 MWH. In 2013 it was $40.74 MWH and in 2014 it was $38.18 MWH. Kibby reported an average rate for 2Q2016 of $20.42 and Stetson 1 reported a rate of $19.81 for the quarter. I project that Record Hill has to come out somewhere in the middle. As such, they have incurred a 50% reduction in energy revenues and NG prices are not going anywhere anytime soon. Either the project is close to draining the last of its “Restricted Cash Reserves” or Yale has been funding shortfalls which will not last much longer. Record Hill has a very high debt rate on its government guaranteed debt (+9.0%) and it absolutely cannot service that debt and cover operating expenses at current energy rates.
