This bill requires an assessment on the carbon content of fuels sold by a distributor in the State. The bill defines "distributor" and requires a distributor to submit on a monthly basis the required assessment to the Public Utilities Commission. The commission is required to transfer any assessment it receives to the Carbon Content Assessment Fund, which the bill establishes.

Seems like the orders have come down from central planning - tis the season to tax, tax, tax. Talk about regressive taxes.  I guess the idea of the following is to allow the elites to drive their Mercedes' in less traffic, as the little guy will get priced out. November 2020 cannot come soon enough.

Mayor Bill de Blasio and Gov. Cuomo announced Tuesday a proposal to transform the MTA and create funding streams for the agency, which includes the joint endorsement of congestion pricing — A congestion pricing financing model to be set no later than December 2020, which marks the first time de Blasio publicly endorsed this. The plan looks to install electronic tolling devices on the perimeter of the Central Business District (CBD) defined as streets south of 61st Street in Manhattan. The FDR Drive will not be included. Tolls would vary on the time of day.

If this passes, it is indeed tome to move south to states that are not insane.
