Proposal envisions replacing, CMP, Emera Maine with a ‘consumer-owned utility’

The plan by Rep. Seth Berry, D-Bowdoinham, would require Central Maine Power and Emera Maine to sell all of their transmission and distribution assets to the proposed Maine Power Delivery Authority. Bill supporters said the authority would use low-interest revenue bonds to make the multi-billion dollar purchase, allowing the new consumer-owned utility to provide electricity to most Maine residents at lower rates than those charged by the two investor-owned utilities.

I wonder if this is not intended to allow Emera and CMP/Iberdrola to pursue RPS mandated renewable generation projects without violating the current law that says transmission companies cannot own generation.  I bet they are begging Mills to let them build wind and solar projects, just like Iberdrola begged then Gov. Baldacci to change the law so it could build wind projects (which thankfully did not happen under LePage's watch).   

This would not be a "consumer owned" entity.  It would be a state owned entity.  Much different than the local fire department, or police department that is directly controlled by the town voters.  Only if CMP/Iberdrol/Emera proposed to build nuclear generation would it make sense.  The future, once we get past the current popular delusion about renewables, is nuclear energy.  The sooner the better.
