Renegotiations: A Catastrophic Failure - June 30, 2025, Negotiations Tanking Again

In 2019, an initial feasibility analysis determined that Mayflower Wind's onshore cables would be brought through the town of Falmouth, Massachusetts, and later Portsmouth, Rhode Island. 
.
As of November 2020, the Massachusetts Department of Public Utilities (DPU) issued long-term contracts with electric distribution companies for 804 megawatts of offshore wind power with Mayflower Wind. 
.
Mayflower Wind next proposed 1200 megawatts in both Massachusetts and Rhode Island in 2022.

In May 2023, Mayflower changed its name to SouthCoast Wind Energy LLC. Following the name change, the Massachusetts Department of Public Utilities approved SouthCoast Wind's proposal to terminate its offshore wind contracts and pay 60 million.

By September 2024, Massachusetts and Rhode Island selected SouthCoast Wind to negotiate 1087 megawatts in Massachusetts and 200 megawatts in Rhode Island by 2030. A Massachusetts law requires 5,600 megawatts of offshore wind power by 2027.

In March 2025, SouthCoast Wind and utility companies in Massachusetts and Rhode Island extended contract negotiations to June 30, 2025. The history of Massachusetts offshore wind shows that contract talks will be extended for the foreseeable future.

In 2011, Massachusetts had a goal to install 2000 megawatts of land-based wind power by 2020. The program became a health disaster, placing the turbines too close to homes. Massachusetts has less than 100 megawatts of wind power.

On July 13, 2024, Massachusetts suffered an offshore wind blade failure, dumping 50 tons of microplastics into the ocean, and Nantucket beaches shut for the summer.

Whale deaths have followed offshore wind construction since the Block Island, Rhode Island wind project in 2016.
