Massachusetts Offshore Wind High Electric Bills

Docket D.P.U. 23-42 is an official regulatory file managed by the Massachusetts Department of Public Utilities (DPU). It governs contract negotiations and Power Purchase Agreements (PPAs) for the 83C Round 4 offshore wind energy procurement, which heavily involves the SouthCoast Wind project.

This docket is a joint petition among the Massachusetts Department of Public Utilities (DPU), the Department of Energy Resources (DOER), and major utility companies such as Eversource, Unitil, and National Grid.

The six repeated extensions largely stem from Massachusetts allowing the restructuring of the offshore wind energy contracts after SouthCoast Wind terminated its original signed agreements in 2023.

The Massachusetts Docket DPU 23-42 looks like a secret government conspiracy, but it has actually become a major source of political embarrassment and public frustration.

The state is not "hiding" a dark secret; rather, they "withhold public updates" because the docket is trapped in a loop of failed negotiations and repeated delays regarding multi-billion-dollar offshore wind contracts.

The situation is happening behind closed doors, which is why it is causing public outcry. The state has stopped providing regular public updates on the docket. Every government document, docket, and update in Massachusetts is presumed to be open to the public.

Since 2023, the Power Purchase Agreements have never been available for the public to read.

During the Biden administration, wind energy developers have faced skyrocketing inflation, high interest rates, and supply chain issues. 
.
The cost per kilowatt -hour that electric ratepayers will have to pay is being hidden in non-disclosure negotiations. 
.
Every time a deadline approaches, it gets pushed back quietly behind closed doors. The most recent target dates were pushed to 2027 or 2028. 
.
The secrecy around DPU 23-42 has drawn intense criticism from consumer and fiscal watchdogs.

Massachusetts anticipated enough power from offshore wind to power 400,000 homes, which allowed fossil fuel plants to close. Vineyard Wind and GE Vernova are involved in a billion-dollar lawsuit.

The state prematurely closed the Brayton Point Coal Plant, the Pilgrim Nuclear Plant, and  Mystic Generating Station. Attorney General Maura Healey stopped two gas pipelines. Massachusetts utilities and Hydro-Québec recently filed opposing federal lawsuits in Boston over the power line.

On September 8, Governor Maura Healey clamped down on the expansion of Artificial Intelligence infrastructure by signing a strict executive order targeting new data centers. This ends any chance of the state receiving any power from SMR. An AI plant can be self-sufficient with a small safe modular reactor and provide cheap power to the Grid.

Electric bill delivery charges have skyrocketed. Grid connection targets for these Round 4 projects have been pushed back years, with expectations now sliding to 2028 or later.

Massachusetts Governor Maura Healey's official administration policy explicitly uses an "all-of-the-above" energy strategy, but the public views her as boxing out all power sources except offshore wind.

Massachusetts state officials and agencies have repeatedly stated that offshore wind would lower electric rates and save consumers money.

Since the construction of land-based wind turbine projects, electric bills have doubled.
