The Massachusetts 83C procurement for offshore wind energy was docketed as D.P.U. 23-42 by the Massachusetts Department of Public Utilities.

SouthCoast Wind signed Power Purchase Agreement contracts but later terminated them in 2023. Since then, the PPA has been repeatedly delayed. The new goal is January 29, 2027, but Massachusetts has not, for some reason, updated any of its offshore wind websites. (No information available to the public)

A Power Purchase Agreement (PPA) for offshore wind is a long-term contract between an offshore wind farm developer and state electric utility companies (like Unitil, Eversource and National Grid).

Massachusetts officials are not announcing the failure of new offshore PPA wind projects, likely because the state has codified a legally binding 2030 renewable agenda through the Global Warming Solutions Act and Next-Generation Roadmap for Massachusetts Climate Policy.

In 2009, Governor Deval Patrick set a goal for the state to develop 2,000 megawatts of wind power by 2020. The state has less than 100 megawatts of land-based wind. Massachusetts in 2008 filed a lawsuit against a former state representative, alleging that a residential wind company misled environmentally conscious consumers by taking payment for residential wind turbines that were never delivered. Land-based wind was a catastrophic failure.

Courts have recently agreed with the Department of Justice and the Bureau of Ocean Management to send the SouthCoast Wind project back for reconsideration. BOEM states the original Environmental Impact Statement may have "understated or obfuscated impacts" and will reevaluate the project's compliance under both the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA).

The BOEM federal environmental review and permitting process for an offshore wind project typically takes between 2 and 3 years to complete.

The public should again have multiple, legally mandated opportunities to provide input under both the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act (NHPA).
