MA and RI Offshore Wind Power Purchase Agreements Postponed Again

Mayflower Wind, aka SouthCoast Wind, started offshore wind contracts in 2019.

After uncertainty over power contracts, SouthCoast Wind, a $ 5 billion project in 2023, backed out of nine agreements to sell power to utility companies.

The wind company rebid the contract with power purchase agreements due in August 2024.

The power purchase agreements have been delayed several times, starting in August 2024. The most recent agreements are with Rhode Island and Massachusetts. Connecticut dropped out of the negotiations.

The latest power purchase due date is Monday, March 31, 2025. The date has now moved to June 30, 2025

News media sources report: "The developer of the SouthCoast Wind farm is anticipating a potential four-year delay due to uncertainties surrounding federal offshore wind policies."

This week, the Town of Nantucket filed a federal lawsuit against the Department of Interior, Bureau of Ocean Energy Management, and Interior Secretary Doug Burgum over permitting SouthCoast Wind.

POSTED: Revised Schedule for 2023 RI OSW RFP

Rhode Island Energy will be extending our contract negotiation schedule with SouthCoast Wind as part of the 2023 Rhode Island Offshore Wind ("2023 RI OSW") RFP solicitation. The revised schedule will now target a contract execution date of June 30th, 2025, followed by a regulatory filing date on or before August 25th, 2025, which can be seen at the following link. The revised schedule aligns with the negotiations SouthCoast Wind is concurrently having with the Massachusetts electric distribution companies.

The current Section 83C RFP schedule, as amended, anticipates that contract execution with two counterparties will occur by March 31, 2025. The counterparties have not yet completed their contract negotiations and are now targeting the completion of negotiations and execution of contracts on or before June 30, 2025. The Evaluation Team is now targeting the filing of contracts with the Department on or before August 25, 2025
