M/V Mistress  OCS Study BOEM 2020-044  Block Island, RI

F/V Mistress
.
The F/V Mistress was a 52-foot commercial fishing boat that sank near the Block Island Wind Farm on January 1, 2019, during a winter storm, claiming the lives of two crew members while one was rescued.
The U.S. Coast Guard all-weather MH-60 Jayhawk helicopter abandoned its search after 37 minutes. The wind turbines were involved in the search area.
.
The Rhode Island State Police Marine Services Unit assisted, and the National Oceanic and Atmospheric Administration later conducted two sonar searches in 2019.
.
The Coast Guard's multiagency search never located the M/V Mistress; the inquiry never determined the cause of the sinking.
.
In August 2026, a private investigation in a "targeted" dive funded by Green Oceans located the F/V Mistress wreckage just 50 feet from Block Island wind turbine #1. The wreckage lies in 92 feet of water.
The discovery of apparent human remains near the wheelhouse has since sparked renewed calls to reopen federal investigations into the incident.

JFK Jr. Piper Saratoga Search Vs F/V Mistress
.
A Piper Saratoga carrying JFK Jr., his wife, and her sister crashed off the coast of Martha's Vineyard, Massachusetts, on the night of July 16, 1999.
.
The intensive joint operation involving the Coast Guard and the U.S. Navy continued until July 21, 1999, when Navy divers using a robotic camera and remote vehicle located the wreckage on the ocean floor and recovered the bodies.
.
Navy divers, rather than the Coast Guard, from the Navy's USS Grasp (ARS-51), a dedicated salvage ship, recovered the bodies at a depth of 116 feet from the plane crash because the operation had transitioned from a rescue mission to a deep-water salvage and recovery operation. The Grasp exceeded the standard Coast Guard diving limits.

Information is available that a Bureau of Ocean Energy Management (BOEM)-sponsored survey conducted in 2019 explicitly documented seeing “partial boat debris (e.g., paneling from a small boat hull)” surrounding Turbine 1.  OCS Study BOEM 2020-044
.
Maritime safety advocates are demanding an interagency review to determine whether the location of the M/V Misress was actively hidden or ignored to protect the wind farm's public image..............

Benthic and Epifaunal Monitoring During Wind Turbine Installation and Operation at the Block Island Wind Farm, Rhode Island – Project Report
September 26, 2020

grate area of each turbine, the black sea bass (C. stiata) dominated the fish present and were too numerous to count (estimates in the hundreds). It also was noted that sea stars (Asterias forbesi) were more common on the grate near the turbine structure (feeding on mussels) than on the turbine structures. On the final day of dive survey, partial boat debris (e.g., paneling from a small boat hull) was observed around Turbine 1, but no footage was obtained.

Maine Center For Public Interest Reporting – Three Part Series: A CRITICAL LOOK AT MAINE’S WIND ACT

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
