JOINT STANDING COMMITTEE ON ENERGY, UTILITIES AND TECHNOLOGY

NOMINEE:  Robert Bruce Williamson of Knoxville

POSITION DESCRIPTION:

 

            The Public Utilities Commission comprises 3 members, who are appointed by the Governor for 6-year terms.  One member of the Commission is designated by the Governor as Chair. If the commission is unable to maintain a quorum, the Governor shall appoint 3 alternate commissioners who must be retired judges or justices.  The alternate commissioners serve as temporary commissioners for the duration of that particular proceeding.   

            The Commission's purpose is to protect the public by ensuring that utilities operating in the State of Maine provide adequate and reliable service to the public at rates that are reasonable and just.  The Commission has jurisdiction under statute (35-A MRSA, chapter 1) over all public utilities including water utilities, water carriers, electric utilities, gas utilities, telephone and telegraph utilities, resellers of telephone services, radio common carriers, and cellular service providers.

            The Commission is a quasi-judicial body which rules on cases involving rates, service, financing and other activities of the utilities it regulates.  The Commission also has investigatory and rulemaking authority: Commission members have the authority to inspect the business documents of any public utility, and the Commission may undertake investigations related to carrying out its responsibilities.  The Commission is required to report annually to the Legislature's Joint Standing Committee on Utilities.

            The Chair of the Commission is the principal executive officer of the Commission and is responsible for overseeing that the Commission's policies are carried out and for presiding at meetings of the Commission.

            All three Commissioners are required by statute to devote full time to their duties.  Commission members' salary is set by statute (2 MRSA § 6-A).
