F/V Mistress Was There: A Second Coast Guard Helicopter?

Did Federal Officials Intentionally Conceal the F/V Mistress?
.
Before 2019, the fishing industry and maritime interests requested a 2-nautical-mile safety spacing of offshore wind turbines. The federal government favored the wind industry's cheaper proposal of 1-nautical-mile spacing.  1-nautical-mile turbine spacing helped reach government renewable energy goals.   The Bureau of Ocean Energy Management (BOEM) and the United States Coast Guard (USCG) officially approved the 1-nautical-mile spacing for offshore wind turbine layouts.
.
Since 2019, federal offshore 1-nautical-mile wind approvals have depended heavily on Coast Guard assertions that wind turbines would not hinder Search and Rescue (SAR) operations.
.
On January 1, at 1:30 AM, the F/V Mistress sent a Mayday call east of Block Island wind turbine #3.
.
A U.S. Coast Guard MH-60 Jayhawk helicopter abandoned its rescue mission for the commercial fishing vessel F/V Mistress after 37 minutes on January 1, 2019, due to severe weather and radar clutter hazards near the Block Island Wind Farm.
.
The Coast Guard incident report starts at 010632Z, aka January 1 6:32 AM Zulu time. This is four hours after the Mayday call, and the helicopter was about 50 miles from the base to the accident scene. The helicopter did not arrive near the turbine farm until 6:30 AM. Was it searching everywhere else except the wind farm, or was there a second helicopter?
.
If you draw a straight line from the Mayday call GPS location east of turbine #3 to the inbound route to Point Judith, it intersects Block Island turbine #1.
.
Today,  the controversy also centers on BOEM’s September 2020 official publication, OCS Study BOEM 2020-044. On page 184 of that 263-page report, BOEM briefly noted that during a 2019 ecological monitoring dive cycle, "On the final day of dive survey, partial boat debris (e.g., paneling from a small boat hull) was observed around Turbine 1, but no footage was obtained.”
.
BOEM's one line in the report raises questions about whether it constituted an illegal cover-up or a serious regulatory failure.
.
The question now is whether burying a single sentence about boat debris at the exact location of a fatal shipwreck amounts to intentional concealment.
.
Critics allege BOEM intentionally downplayed the debris to protect the 1-nautical-mile turbine spacing grid favored by offshore wind developers. If BOEM had highlighted that a fishing boat had wrecked and its rescue helicopters had aborted due to turbine radar clutter right at Turbine 1, it could have legally derailed future offshore wind approvals.
.
News media sources never questioned the Coast Guard's four-hour delay to arrive at Block Island turbine #1.
.
In a "targeted" dive by Green Oceans, the F/V Mistress was located 50 feet from Block Island wind turbine #1 in August. Maintenance divers may have seen wreckage over the years.
.
The Coast Guard and BOEM approved the 1-nautical-mile turbine spacing despite safety requests from the fishing industry and maritime interests.
.
Time to reopen the investigation..............................

Maine Center For Public Interest Reporting – Three Part Series: A CRITICAL LOOK AT MAINE’S WIND ACT

******** IF LINKS BELOW DON'T WORK, GOOGLE THEM*********

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
