Boston University: “Transmission is essential for wind development"

And to think that the liars in the Maine wind industry, the Maine environmental groups and the Maine media had the brass to tell us the ratepayer-funded $1.5 billion CMP upgrade was due to aging lines and population growth, when in fact it was pure ratepayer robbery for the wind developers who were stuck without the new transmission. Where was the "Public Advocate"?

“Transmission is essential for wind development," said Peter Fox-Penner, director at Boston University’s Institute for Sustainable Energy. "Historically, the lags in transmission building have delayed wind development and led to curtailments."......................According to Rob Gramlich, founder and president at Grid Strategies LLC, a significant build-out of infrastructure between 2009 and 2015 eased congestion somewhat, but now planned expansion is lagging. With more generation joining the grid, demand for added capacity remains high.....................“It doesn’t have to be mega-projects; it doesn’t have to be Grain Belt or any of the Clean Line projects,” said Logan. “Just general upgrades and general expansions of capacity that can generally handle the wind coming in.”

I met with CMP's VP of Development at the Bingham public meeting on the NECEC line. His advice was to support the line to avoid the MCPC line for wind - his reasoning was based on the constraints CMP has in the southern end of the system - Westbrook and beyond - he even said NH was an issue. I never believe a word they say, so I assumed they were working on undoing the constraints for more megawatts - aka wind. Well, the genie is out of the jar with this $241 MM upgrade in greater Portland upgrade. We need to get our hands on their proposal - FOIA to PUC would be the first step - even with the redacted security issues. If we sit back and bitch about it, nothing will happen to bring the truth to the ratepayers who will be subsidizing the wind industry again.

Where was the Public advocate? Given the history of Big Wind's payoffs to former Gov Baldacci (his job when he left office) and donations to legislative campaigns (Pine Tree Watch researched articles), maybe the Public Advocate was at the bank making a deposit.
