Cyberattack Forces Closure of Largest U.S. Refined-Fuel Pipeline

The Colonial Pipeline, the main conduit carrying gasoline and diesel fuel to the U.S. East Coast, said it had halted all operations after being hit with a cyberattack.
Colonial Pipeline Co., which operates the 5,500-mile system taking fuel from the refineries of the Gulf Coast up to the New York metro area, said it learned Friday that it was the victim of the attack and “took certain systems offline to contain the threat, which has temporarily halted all pipeline operations.”
The company said it had engaged a third-party cybersecurity firm to help with the issue, which affected some of its IT systems, and had contacted federal agencies and law enforcement.
The Colonial Pipeline is the largest refined-products pipeline in the U.S., transporting more than 100 million gallons per day, or roughly 45% of fuel consumed on the East Coast, according to the company’s website. It delivers fuels including gasoline, diesel, jet fuel and heating oil, and also serves U.S. military facilities.
“At this time, our primary focus is the safe and efficient restoration of our service and our efforts to return to normal operation,” the company said in a statement. “This process is already underway, and we are working diligently to address this matter and to minimize disruption to our customers.”

Top U.S. pipeline operator shuts major fuel line after cyber attack

NEW YORK (Reuters) -Top U.S. fuel pipeline operator Colonial Pipeline has shut its entire network after a cyber attack, the company said in a statement on Friday.
Colonial's network supplies fuel from U.S refiners on the Gulf Coast to the populous eastern and southern United States. The company transports 2.5 million barrels per day of gasoline, diesel, jet fuel and other refined products through 5,500 miles (8,850 km) of pipelines.
Colonial Pipeline says it transports 45% of East Coast fuel supply.
The company learned of the attack on Friday and took systems offline to contain the threat, it said in the statement. That action has temporarily halted operations and affected some of its IT systems, it said.
The company has engaged a third-party cybersecurity firm to launch an investigation, and Colonial has contacted law enforcement and other federal agencies, it said.
Colonial did not give further details or say for how long its pipelines would be shut.
Reuters reported earlier on Friday that Colonial had shut its main gasoline and distillate lines.
During the trading session on Friday, Gulf Coast cash prices for gasoline and diesel edged lower.
Both gasoline and diesel futures on the New York Mercantile Exchange rose more than crude prices during the day. Gasoline futures gained 0.6% to settle at $2.1269 a gallon, while diesel futures rose 1.1% to settle at $2.0106 a gallon.
Longer-term price effects will depend on the amount of time that the lines are shut. If barrels are not able to make it onto the lines, Gulf Coast prices could weaken further, while prices in New York Harbor could rise, one market participant said.
Colonial significantly shut down its gasoline and distillate lines during Hurricane Harvey, which hit the Gulf Coast in 2017.
During that time, spot Gulf Coast gasoline prices rose to a five-year high, while diesel prices rose to around a four-year high.

Table 1A shows the reduction in energy and operating cost, if an electric school bus replaces a diesel school bus. The maintenance data are from the electric school bus project in Salt Spring Island, British Columbia.
Amortizing the capital cost difference of only the buses is ($352,500 - $100,000) at 3.5%/y for 15 years = $21,661/y, or 180.1 c/mile, about 7.9 times the annual energy and maintenance cost reduction!! It would be greater for complete electric and diesel bus systems.

- The owners of legacy systems were paid much higher prices, than owners of newer systems. This was especially the case after the onset of competitive bidding, a few years ago.
- Vermont legacy “Standard Offer” solar systems had greater subsidies, up to 30 c/kWh paid to owner, than newer systems, about 11 c/kWh
- Wind prices paid to owner did not have such drastic reductions as solar prices.
- Vermont utilities are paid about 3.5 c/kWh for various costs they incur regarding net-metered solar systems
- "Added to the rate base" is the cost wind and solar are added to the utility rate base, which is used to set electric rates.
- “Traditional cost”, including subsidies to owner and grid support, is the cost at which traditional is added to the utility rate base
- “Grid support costs” would increase with increased use of battery systems to counteract the variability and intermittency of increased build-outs of wind and solar systems.
NOTES:
1) The prices in table 2 should be compared with the NE wholesale grid price, which has averaged about 4.2 c/kWh, starting in 2009, due to low-cost CCGT and nuclear plants, which provided at least 65% of all electricity loaded onto the NE grid in 2019.
