A public meeting on the proposal is scheduled to be held at 6 p.m. Tuesday, Sept. 25, at the Eastbrook Community Center on Route 200. He said the firm is hoping to submit a development application to Maine Department of Environmental Protection in early October.

The people behind Weaver Wind - Longroad Energy, is made up of former First Wind people, e.g., Paul Gaynor and Michael Alvarez.

BDN - The First Wind gang revives wind farm plan that state wildlife officials had opposed

Longroad Energy is renewing a proposal that First Wind and, later, SunEdison had proposed for Eastbrook and Osborn. The Weaver Wind proposal, which Longroad bought out of SunEdison’s 2016 bankruptcy, would result in 22 turbines being erected in the two towns.

Longroad’s top management team is composed of former executives at First Wind, which was bought by SunEdison in 2015. SunEdison withdrew its application for state approval of the Weaver Wind proposal in August 2015.

Matt Kearns, a former First Wind executive who now serves as Longroad’s chief development officer, said a public meeting on the proposal is scheduled to be held at 6 p.m. Tuesday, Sept. 25, at the Eastbrook Community Center on Route 200. He said the firm is hoping to submit a development application to Maine Department of Environmental Protection in early October.

PTC Deadline Looming

The time crunch is the result of the “beginning of construction” rules under Sections 45 (PTC) and 48 (ITC) of the Internal Revenue Code of 1986, as amended, and Internal Revenue Service (the IRS) notices that provide guidance to taxpayers on the IRS’ interpretation of the beginning of construction rules.

In December 2015, Congress extended the PTC and ITC but also added phase-outs for wind and solar facilities. For wind, the PTC is reduced by 20% if construction begins in 2017, 40% if construction begins in 2018 and 60% if construction begins in 2019. A corresponding reduction of the ITC for wind facilities applies if the taxpayer claims the ITC in lieu of the PTC with respect to a wind facility............................

I would also suggest that if possible, record any conversations with personal recording devices, or cell phones that are able. Make them visible. Secret recordings should not be done and may be illegal. 

Since this is a public meeting, you are allowed so long as they are aware a recording device is present. They must assume that they are being recorded or photographed or video recorded.

This public information presentation is required by DEP. Sadly, it is certain to be the wind developer's favored "science fair" format. This format allows them to talk one-on-one with people and avoid facing a group. If a one-on-one conversation becomes uncomfortable for the developer, he will guide the individual away from others who may overhear. This format also allows them to refer you to another member of the development team "who's better equipped to answer your question". That person of course will be very busy and you will waste a lot of time trying to get to speak to him.

I suggest everyone take plenty of photos, especially of the exhibits. At the Bowers project informational meeting instead of showing specs and drawings of the wind turbine model they planned to use at Bowers, they showed specs and drawings of the much smaller model they had installed at the Rollins project. When this was pointed out at the hearing, they said it was a 'mistake'.

I also suggest taking notes. Try to write down all claims they make so you can quote them. When asked about the fire danger of the Bowers project, they replied that they had already arranged with the Carroll Plt. fire dept that they will buy them a new pumper truck and that the fire chief had already approved First Wind's emergency plan. The First Wind rep who said this was lying. There is no Carroll Fire Dept, and neighboring Springfield replies on a volunteer FD. I never found any FD in the region that had been contacted by First Wind much less been offered a new pumper truck!

If they require you to sign in at the door, demand that they provide you with the same info on each of their representatives at the meeting.

I'm told that the developer is trying to get local conservation groups and DEP to accept that they will put unrelated bat/bird habitat into conservation in order to mitigate the slaughter that they know will occur at Weaver. Don't believe them when they claim that Weaver's bird & bat mortality will be insignificant! “It’s always a balance,” Kearns said. “We want to be as protective as we can of birds and bats.”
