PPA's are the driving justification to future rate increases, along with the infiltration of false claims of showing a misinformed governance and its agencies that any new technology is the solution thus sanctioning yet another Corporate welfare tier.
This is where Wall Street Risk investments should be the only, "The ONLY" driving force for creation, and Market driven prices a justification for any increases. Risks has rewards if successful. Rewards without Risk is form of welfare. Profits for the few, imposed on others, at the expense of all, whether they participate on or off the grid.
These PPA's are not part of investing other than they are investing in the ability to return for further rate increases or other assistance in order to survive though not without threats attached. Spending of Monies without factual knowledge of an ability to pay is tantamount of us buying a 3 Billion dollar estate knowing our income was limited to purchasing a cardboard box. Eventually Welfare, from all would be needed to pay the construction costs.

If .15 per kWh were the company's needs, and the Feds & States based on amount used, imposed a tax on energy (no other taxes needed) use I dare say that those wasteful users would turn off the unneeded devices and the demand would sharply decrease.
The Maine DEP is proposing a rule change in the tangible benefit section "Evidence of a power purchase agreement or other agreement to distribute the electricity." This would open the door to revealing how Maine is being used to comply with other state laws while corrupting the state's landscape. A power purchase agreement is a investor's necessity for a wind development of this size and Maines renewable compliance laws doesn't require as much renewable as this project proposes. This project is solely designed to provide for other state renewable laws.
