USCG Document ECF # 14-7  Requiring Reopening of F/V Mistress Investigation

Since the Cape Wind project in 2008, the fishing industry and maritime interests have argued for 2 nautical miles of safety spacing between offshore wind turbines. The Coast Guard sided with the offshore wind companies, balancing safety vs. the cost of submarine cables, and approved 1 nautical mile spacing.
.
On January 1, 2019, the F/V Mistress sent a distress call east of Block Island wind turbine # 3. The trawler was homeward bound, going directly to Point Judith, Rhode Island. The path intersects Block Island wind turbine #1.
.
A Coast Guard MH-60 helicopter was sent to the rescue during a storm that was normal for the all-weather helicopter, but after 37 minutes, it quit because of radar clutter from the turbines. Three days later, it was theorized by the Coast Guard that the trawler was lost, with two deceased.
.
In August 2026, the environmental group Green Oceans conducted a targeted dive and found the F/V Mistress 50 feet from Block Island turbine # 1. Physical evidence now exists, including sonar imagery, photographs, and potentially human remains.  The Coast Guard’s original "lost vessel" theory is obsolete.
Note: Since the 2019 accident, other wind farm incidents have slowed rescue attempts.
.
In a 2022 US District Court, Rhode Island lawsuit, a Coast Guard 2020 document (ECF No. 14-7) was introduced. Exhibit 7, Docket Number 14, is 29 pages.  On page 29, Coast Guard Headquarters closed the case with the understanding that it would be reopened pending receipt of information sufficient to determine the disappearance of the F/V Mistress.
.
Green Oceans sent the Coast Guard the information over two months ago.

In legal and court records, the designation "ECF No. 14-7" refers to an Electronic Case Filing document number used within the federal court system's online database (CM/ECF).
Specifically, in maritime litigation involving the United States Coast Guard (USCG), this precise document ID corresponds to a USCG Investigation Report dated January 2, 2020, regarding the sinking of the fishing vessel Mistress.
Context of the Document
The document was submitted as an exhibit in federal court proceedings (such as Ansay v. Hope Fisheries, Inc.). The report details the following findings:
  • The Incident: It analyzes the flooding and subsequent sinking of the vessel Mistress.
  • The Cause: While the Coast Guard could not reach a definitive conclusion due to a lack of physical evidence, the report outlines a primary safety theory.
  • In addition: the investigation was closed and left unexamined for political reasons to protect offshore wind development
  • The New Evidence: In late 2026, the non-profit organization Green Oceans plotted the original GPS coordinates and distress call data documented in ECF No. 14-7. This led them directly to the base of Turbine 1 at the Block Island Wind Farm, where they discovered the wreckage of the F/V Mistress and apparent human remains 92 feet underwater

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
