University of Maine acquires another partner for its offshore wind project Maine Aqua Ventus. The article touts the fact that floating turbines can be placed far off shore.

KIBBY MOUNTAIN PROJECT SOLD TO LS POWER'S AFFILIATE HELIX GENERATION LLC

TransCanada Corp. has sold its Kibby Wind project.  Was the deal sweetened by the Franklin County TIF?  My guess is absolutely - More foregone taxpayer dollars in TransCanada's pocket!
