Profits over stewardship

LD 1595 was written to stop solar panels from being dumped in Maine landfills. Although the numbers are low now, they are expected to ramp up not because they fail but because there are much more efficient versions coming soon. Some expect a 40-50% efficiency in the not too distant future. And prices are dropping on the panels. So I developed LD1595 to make sure we control this waste before it gets into the waste streams currently available.
