Remember, his first Stimulus Funding for Solar that quickly went bankrupt? A first attempt at establishing ENRON II ? ...

I believe he and his followers (those in position) have the opposite Midas effect. It turns to crap eventually.

Ever see a successful thief that worked slow. (well other than politicians, lawyers and the like) These wind corporations (LLC's which come in a multitude of charter configurations) Need to get to the Permitting stage As Fast As Possible  so that if we should sue or otherwise complain, they will have standing in a court of law. Believe me, should you sue in this position they can request that you pay their attorney fees as well, if judgement is found for them and against you.  Payne is referring to the Years it use to take when these corporations did not know what they were up against. Now they know and while working with legislators of corruption, they come more prepared to get that permit. Barring specific changes in each state's statutes or DEP rules, a majority of the wait comes from getting financial backing for the build and in some states the remediation. These people with vast resources usually come prepared with the answers to the test, before these public hearings begin.

Only Local control with an ordinance that gives the People the final say, not the Select Few Boards of the community. Likewise it should be a County Vote of the People, not the Commissioners, that provide a yes or no final say for the UT's. Lead by a commission of local UT residents of the to be effected area.

Bingham was to consume 3 acres of and per turbine, however they did not include all the destruction for the roads, nor do I remember any remediation clause about the roads. Nor does it mention the acres and acres from the project to the sub-station in Parkman. CO² not absorbed by those trees, is a more permanent increase in the overall issue.

Payne just twists the words, to present something good from an ongoing bad situation.

These corporations will just wait until the corporate welfare presents a larger paycheck after our legislators or PUC have been convinced that Maine needs the power, having committed all past production to ISO-NE through PPA's.
