The Perpetual Money-Making Program in Action

Maine natural gas and oil electricity generation plants were tagged with a $48,184,071 bill in 2025 as the per ton of C02 emissions prices set records in the RGGI program.
This penalty which is applied to fossil fuel plants is passed on to ratepayers through the wholesale market.
The six New England states and the state of New York which participate in the ISO-NE wholesale market had their C02 emitting plants assessed $904,212,811, almost one billion dollars in carbon taxes in 2025, which carried through to retail sales for ratepayers in all six states.
This program is failing, as more wind and solar is added, the emissions increase partly because C02 emitting plants are rewarded better compensation for backstopping or being ready to backstop wind and solar. Retirements of natural gas plants are not occurring as this plan was designed to do. They must be kept running to meet demand 24 hours a day, as wind and solar cannot do it.
States are wasting ratepayer money on this program. Just throwing the money away.
Maine government and associated bureaucracies have turned their focus on electric heating and transportation, further aggravating the punitive costs of RGGI as C02 emitting plants keep up with increased power demands.
BTW, the bureaucracies that provide monetary incentives to the purchase of heat pumps and EVs get a significant chunk of their money from RGGI proceeds. It is kind of like the perpetual money-making machine for them.
We are headed for 50 cents per kilowatt hour electricity.
