      The Maine PUC Asks Why CMP Wants A Rate Increase.

   Q. Before you lay out the specifics of CMP’s Rate Plan, please describe any circumstances that you believe provide important context. 

 A. The following are important contextual considerations for CMP’s Rate Plan: 
  • (1) Grid Needs (much of the CMP distribution grid is more than sixty years old, not  automated, and not ready for integration of tens of thousands of distributed energy resources (“DERs”)); 
  •  (2) Climate Change Needs (we are experiencing more frequent storms and intense weather; at the same time, Maine has the highest tree density of any state in the United States); 

  •  (3) Customer Service Needs (our customers want to interact with us in a number of different ways—often increasingly electronic and “seamless” as to experience);
  •  (4) Maine State Energy Policy Goals (decreasing greenhouse gas emissions by 45% by 2030 and 80% by 2050 and achieving carbon neutrality by 2045); and PP-4 1 
  • (5) Historic Inflation and Post-COVID Conditions (we are experiencing record rates of inflation that are expected to persist in the near term and impact core business costs like labor, benefits, materials, and contractor expenses)

Pursuant to Chapter 110, Section 8(B) of the Commission’s Rules of Practice and Procedure, Our Power respectfully requests that it be allowed to intervene in this case.

In support of its petition, Our Power Maine states as follows:

  1. On August 22, 2022, the Commission issued a Procedural Order in this proceeding, in which it extended the deadline for interested persons wishing to participate as parties in this matter to file a petition to intervene no later than September 2, 2022. 

  2. On August 11, 2022, Central Maine Power Company (CMP) submitted its rate case filing, in the cover letter of which CMP lists key initiatives covered by the rate plan. These include: a substantial change in rates over three years, electric vehicle and energy storage programs to modernize Maine’s grid and support the State’s clean energy transformation; and updated rate design proposals that improve time of use schedules and rates and enable deployment of battery storage, heat pumps and other new technologies. 

  3. Our Power is a non-profit organization pursuing a statewide referendum seeking the conversion of Maine’s investor-owned electric utilities to a consumer-owned utility structure.
  4. Our Power has members and supporters throughout Maine who have a strong interest in the rates, reliability, environmental and renewable energy development and interconnection policies of Central Maine Power Company, and any proposed changes to rates, rate design, or other utility initiatives in connection with these interests. 


  5.    No other party adequately represents Our Power’s interest in this matter because of Our Power’s unique advocacy for a more efficient and socially responsible public utility structure for the State of Maine. If granted leave to intervene, Our Power reserves the right to file relevant testimony, participate in discovery, hearings and negotiations, file briefs and comments, and otherwise participate fully as a party. 

  6.    Our Power requests to receive all filings made in this proceeding, subject to the limitations of any protective orders issued.   7. WHEREFORE, Our Power petitions the Commission to grant this petition to intervene in this proceeding.
