Onshore wind's low hanging fruit has already been picked

  • Despite the enormous recent growth in wind power in the U.S., the lack of investment into new transmission lines, among other challenges, will make it more difficult for onshore wind to compete against solar power as the dominant source of clean energy, according to a new analysis from Wood Mackenzie.
  • “National and pan-regional super grid projects,” where one governing entity plans and builds new transmission capacity, may be the answer to overcome the coordination problems among grid operators, utilities and state regulators that currently block new transmission infrastructure, according to a statement from Wood Mackenzie on Wednesday that draws from the research firm’s 2020 outlook insight for global wind.
  • Another challenge for wind going forward is the fact that the “low-hanging fruit” of cost reductions, such as technological innovations that have made wind turbines more efficient, have already been picked, Wood Mackenzie Head of Global Wind Research Dan Shreve said in the statement.

Wind’s PTC Receives 12th Extension (competitive not)

A common question is: how many times has the Production Tax Credit (PTC) for wind power production been extended since the original law was enacted in 1992.

The answer is a dirty dozen, which makes the federal lifeline to wind power 28 years old. That’s old age for a government subsidy, particularly one where the industry itself has long proclaimed its impending competitiveness.

“The U.S. wind industry has … demonstrated reliability and performance levels that make them very competitive,” stated a representative of the American Wind Energy Association (AWEA) back in 1986. [1] And Joe Romm a quarter-century later: “It is clear that solar and wind are competitive in many situations right now.” [2]

And so Milton Friedman’s warning that infant industries receiving government protection never seem to grow up has a stellar example. [3] Below, I try to get the laws and dates right to account for the twelve extensions, relying in particular on two documents: the Renewable Electricity Production Tax Credit (CRS: November 27, 2018) and United States Wind Energy Policy (Wiki).

The Beginning

The Energy Policy Act of 1992 (P.L. 102-486) enacted the renewable electricity production tax credit at $0.015/kWh, adjusted for inflation. Available for new projects beginning in 1993 for ten years, the provision was set to expire July 1, 1999.

Twelve Extensions

Twenty-one years and a dozen extensions later, the tax credit stands at $0.024/kWh for existing projects. The extensions when new construction could receive the 10-year credit are chronicled below.

The NY Times wrote, “Antarctica, the coldest, windiest and driest continent on Earth, set a record high temperature on Thursday, underscoring global warming” But the fact that Antarctica is the coldest place on earth, has nothing to do with a temperature record at a single weather station, Esperanza. Esperanza is located at the warmest, most northerly part of the mountainous Antarctica peninsula. Esperanza is most sensitive to El Nino warming. It most sensitive to the southward flow of warm moist subtropical winds. And Esperanza’s topography always amplifies temperatures when winds from the northwest cause foehn wind events. What happened at Esperanza has nothing to do with Antarctica’s overall climate trends, never mind any global warming trend.

The Folly of Global Climate Forecasting

Climate “experts” are zero for forty-one (now 0 for 43!) in their doomsday predictions. Thus, why would anyone think that so-called climate “science” is in any way reliable? These climate frauds have long relied on the deceptive use of data to push their big government agenda. Daily it seems we are subjected to “another global warming fraud.” Everybody needs an Apocalypse, I suppose.
