Wind Project owners at odds with PUC over having to help pay NEB costs

Would you like to see wind projects pay a portion of the net energy metering costs by the same criteria residential customers are paying, i.e. by an increase on the delivery service charge which is currently charged by the meter. That is to say that the current service charge per meter is the same charge for everyone who is enrolled in CMP's small residential class and the amount of monthly kilowatt hour electricity use has no impact on this service charge, it is a homogenous charge throughout the rate class.

The PUC, in an attempt to be equitable,  has ordered that the portion of the delivery service charge that pays the cost of net energy billing be similarly assessed by use of the same formula for other CMP rate classes who were previously exempt from paying for NEB. 
Under the PUC arrangement, CMP would aggregate the total cost of NEB and apportion by each rate class according to each rate class kilowatt hour consumption of CMP delivered power.
As is with the residential rate class, where kilowatt hour usage can be very different among CMP customers, the kilowatt hour usage of customers in other rate classes can vary.
There is no doubt that assessing certain rate classes that had been exempt from paying NEB costs will lower this charge for residential class customers. 
Some customers in the rate classes now being asked to help with NEB costs are enraged because their bill will increase and are informing the PUC of their displeasure with this.
Among customers in an uproar over the new billing is CPV Canton Wind and CPV Saddleback Wind, Silver Maple Wind LLC, Pisgah Wind LLC and Maine Renewable Energy Association. 
It has been an ongoing battle for a couple years now.
