A new wind energy project could mean 30 wind turbines placed over a 9,000‑acre spread in the Columbia, Cherryfield and townships 18 and 19 area of Washington County. Downeast Wind, a subsidiary of Apex Clean Energy of Virginia, is exploring a wind energy project, with company representative Paul Williamson expected to attend the February 9 Washington County commissioners' meeting to discuss the project scope.

"Sound familiar? This is Apex showing their concern for the community. By the way, they have sued the Town of Somerset over a met tower.

   The Apex proposal is structured as a long-term contract for the entire energy output and capacity value of Downeast Wind.  The contract is for a twenty-year term beginning with the commercial operation of the facility. The energy produced under the contract is priced at 88% of the real time locational marginal price at the future ISONE designated node for the Project in the day-ahead market (DALMP). The contract will have a price floor of $45/MWh at the interconnection node in year 1, escalating at 1.5%, with a ceiling of $110 MWh. Apex will retain all renewable energy attributes from the project.
  Downeast Wind will be required to use commercially reasonable efforts to qualify the facility into the ISO-NE Forward Capacity Market (FCM). If Downeast Wind participates in the FCM, 50% of all of the capacity revenue shall be credited to the T&D utilities. Beginning in June 2020, in each month that Downeast Wind does not qualify, clear and deliver to the FCM at least 30 MW of capacity, for each kW of shortfall below 30 MW, the contract payments would be adjusted downward by an amount equal to the kW shortfall times $4.00 per month up to an annual maximum adjustment of $200,000.

The company was founded in 2009 and is based in Charlottesville, Virginia. Apex Clean Energy Holdings, LLC operates as a subsidiary of Greenlight Energy Resources, Inc.


In 2006, Greenlight Energy, Inc. was acquired by BP Alternative Energy.

9,000 acres, sounds like room for an ever expanding wind farm. Something limited under the expedited wind act, but maybe not so under the new rules that the DEP is working on as we speak. I have not read any of the new rules proposed, but APEX may be coordinating their application with the submission of the DEP work. A collusion ?

The Quoddy Tides article states "The total project is expected to generate about 100 megawatts of power. Using three MW turbines would mean 30 turbines on the land."

Heaven help the people of Downeast, Maine!  The Quoddy Tides apparently has no experience or understanding of wind energy. To generate 100MW using 3MW turbines there would have to be at least 100 turbines, not 30. Probably more. Someone local needs to set this record straight!

And don't believe for a second that APEX is in the "exploration" stage. The article says they have already secured rights to "about 9,000 acres". They are on the verge of submitting their permit application.

Once Apex files its permit application with DEP, the clock begins ticking and the clock favors the developer, not the people of Maine. Interested persons must submit evidence and argument to the agency to request a hearing on the application.  Unfortunately the "request for a public hearing on an application must be received by the Department, in writing, no later than 20 days after the application is accepted as complete for processing". (DEP Chapter 2 Rules, p6).

DIRE PREDICTION: Apex will file their application with DEP very soon so that the permitting process will be well underway before the snowbirds return in the spring.
