Weather patterns in the Western U.S. caused lower wind speeds and decreased wind production in the first half of 2015, though the same weather patterns caused the stronger winds in the central U.S. that were the basis for major wind output growth in that region.

"Feds move offshore wind lease areas from North to South Carolina"

The Bureau of Ocean Energy Management (BOEM) has moved two proposed wind energy areas soon to be available for leasing by ocean wind developers from North Carolina to South Carolina, leaving only the 122,400-acre Kitty Hawk area available for North Carolina offshore wind development.

Bureau of Ocean Energy Management (BOEM) is just a name change from Minerals Management Service (MMS) deemed a "culture of ethical failure" by the U.S. Office of Inspector General.

God help the innocents represented by a "culture of ethical failure".

September 2008, reports by the Inspector General of the Interior Department, Earl E. Devaney, were released that implicated over a dozen officials of the MMS of unethical and criminal conduct in the performance of their duties. The investigation found MMS employees had used cocaine and marijuana, and had sex with energy company representatives. MMS staff had also accepted gifts and free holidays amid "a culture of ethical failure", according to the investigation.

And, Offshore Wind developers with leases granted by the "culture of ethical failure" hail from ENRON! 

ENRON Energy Services Chris Wissemann is Fishermen’s Energy Chief Executive Officer and General Manager of Freshwater Wind.  Wissermann is Chief Operating Officer of Winergy Power, LLC and the Founder of DeepWater Wind, and past President of Garden State Offshore Energy.  Wissermann spearheaded legislation to create long term power purchase agreements for DeepWater Wind which he founded.

APEX EVP of business development Steve Vavrik is also listed as Apex Clean Energy, Inc., Chief Commercial Officer.  Vavrik was VP of First Wind, and Vice President of Risk Management for UPC in 2006 that changed its name to First Wind in 2008. Vavrik was with ENRON in London in a project development and gas trading capacity. His role at ENRON included trading natural gas forward contracts and negotiating structured power deals.
