US Could Take Over Ukraine's Nuclear Plants To 'Protect' Them: Trump Told Zelensky

In their phone call on Wednesday, President Trump proposed to President Zelensky that the United States take over Ukraine's nuclear power plants.

"President Trump also discussed Ukraine’s electrical supply and nuclear power plants," Secretary of State Rubio and National Security Adviser Waltz said of the call summary.

Trump said that "the United States could be very helpful in running those plants with its electricity and utility expertise," the summary added, as it was pitched that US ownership would offer "the best protection" for Ukrainian energy infrastructure.

Zelensky's office responded that Ukraine is willing to agree to a 30-day halt on hitting Russia's energy infrastructure, after Putin agreed.

"Ending strikes on energy infrastructure could be the first step toward fully ending the war and ensuring security.

Zelenskyy supported this step, and Ukraine confirmed its readiness to implement it," the readout from the Ukrainian side said.

No specific mention was made of which nuclear facilities the plan might involve, but Zelensky said later the Zaporizhzhia nuclear power plant in southern Ukraine was discussed.

It has been under control of Russia for three years, during which it has not produced any electricity, because of Ukraine’ attacks.

That plant, with six about 45-y-old, Russian VVER-950 MW units, near the end of their useful service life, and with other Russian equipment, is situated on the left bank of the Dnieper River, which ultimately flows into the Black Sea. The river at that point is about 1000 yards wide.

The Ukraine Armed Forces, located across the river in the province of Zaporizhzhia, on the right bank, has sent high-speed UK-supplied boats, with UK-trained, special services troops to conquer the plant from the Russians, but each time were beaten back.

The UAF has fired artillery shells and drones across the river to bomb various auxiliary systems of the plant, such as:

1) the spent-fuel storage system, which is radioactive

2) the switchyard which connects the plant to the grid system,

3) the reactor cooling water system pumps; fortunately, all nuclear plants have diesel-powered emergency generators.

Ukraine does not want the US to own the Zaporizhzhia plant, but has asked the US to put up the enormous amount of capital required to refurbish the plant to bring it "up to the latest codes". That would cost $billions.

The US would be a real sucker, if it fell for this Ukraine ploy!

The 5700 MW plant was producing 5700 MW x 8766 h/y x CF, 0.568 = 29.3 Billion kWh/y, per Wikipedia, prior to the US instigated/financed/organized Coup d'Etat in Kiev in 2014.

BTW, the fleet of US nuclear plants have a CF of about 0.81, which means the Ukraine plant has lots of downtime/poor reliability; A PIG IN A POKE

The least-costly way to restore the plant to the latest codes is with Russian equipment

Plant director Chernichyuk stated, “No one but Russia should operate the plant”

Ukraine has four nuclear plants and has control of three of them, all with Russian reactors and with other Russian equipment.

Those three likely also are PIGS IN A POKE.

Zelensky said:

Whether US control over the plant could serve as part of a peace plan was a “question of whether we are able to recover it from Russia, upgrade it, and restart operations”, Zelenskyy added.

Zelensky said he was exploring with Washington whether “there could be an understanding with Russia that the US could recover the plant from Russia.

Zelensky is trying to cajole/lure Trump into making a deal with Putin, to get control of the plant.

Putin is not biting, because he wants permanent peace and normal relations, after the root causes of the conflict are eliminated

Trump hailed the talks with Zelensky as "very good" and that peace talks are "very much on track."

However, there doesn't appear to have been much new momentum on the controversial minerals deal that purportedly would protect Ukraine

Trump’snuclear power proposal has a similar intent.

But on Thursday, Zelensky backtracked by saying of Trump's proposal that he "will not discuss" US ownership of Ukraine's nuclear power plants with the US.

Thus, after discussing the idea with his advisors, Kiev has quickly rejected it.

Ukraine has also not signed on to the minerals deal, which has floundered.

Kiev likely is keeping those items in reserve for many years of $support from France and England, who want to keep the conflict going for as long as it takes, with a “coalition of the willing”.

France and the UK offered their nuclear arsenals and “boots on the ground and planes in the air” to protect Ukraine and Europe

The UK even signed 100-y defense/assistance pact with Ukraine, which includes:

1) several $Billion of UK aid each year till 2030,

2) access to Russian ports on the Azov Sea and to Ukrainian ports on the Black Sea,

3) a rare-metal minerals mining agreement.

The US and Ukraine delegations will soon meet in Saudi Arabia again, in parallel to the US-Russia delegations meeting.

Of talks with Moscow, Waltz has said, "We agreed our technical teams would meet in Riyadh in the coming days to focus on implementing and expanding the partial ceasefire President Trump secured from Russia."

The US has confirmed it will continue sharing defensive intelligence with Ukraine, and that Trump has agreed to work with Zelensky on his request for more air defenses, i.e., Patriot systems, to protect Ukraine, using US defensive intelligence.

The US owning Ukraine’s nuclear power plants appears also off the table, because Ukraine nixed it.

Ukraine Resists Peace, Wants to Continue Fighting

That likely would mean losing more land, more destruction, and about 25,000 killed and seriously wounded per week on both sides. That would mean 18-year-old recruits, with minimal training, to the front lines.

That would mean NATO “boots on the ground and planes in the air”, if it were up to the UK and its “Coalition of the Willing”, with US battlefield awareness systems as a “backstop”, orchestrating it all behind the scenes. WW3, anyone?

In France, the turnkey cost of the 1,600 MW Flamanville plant was $13.7 billion, or $8,563/installed MW

Plants built by Russia, China and South Korea are about $5,500/installed MW

Expensive nuclear plant building is strictly a "rules-based" Western thing.

According to the IAEA, during the first half of 2023, a total of 407 nuclear reactors are in operation at power plants across the world, with a total capacity at about 370,000 MW

Rosatom, a Russian Company, is building more nuclear reactors than any other country in the world, according to data from the Power Reactor Information System of the International Atomic Energy Agency, IAEA.

The data show, a total of 58 large-scale nuclear power reactors are currently under construction worldwide, of which 23 are being built by Russia.

In Egypt, 4 reactors, each 1,200 MW = 4,800 MW for $28.75 billion, or about $5,990/kW, 

As per a bilateral agreement, signed in 2015, approximately 85% of it is financed by Russia, and to be paid for by Egypt under a 22-year loan with an interest rate of 3%.
That cost is at least 40% less than US/UK/EU

In Turkey, 4 reactors, each 1,200 MW = 4,800 MW for $20 billion, or about $4,200/kW, entirely financed by Russia. The plant will be owned and operated by Rosatom

In India, 6 VVER-1000 reactors, each 1,000 MW = 6,000 MW at the Kudankulam Nuclear Power Plant.

Capital cost about $15 billion. Units 1, 2, 3 and 4 are in operation, units 5 and 6 are being constructed

In Iran, Rosatom started site preparation for a nuclear power plant at the Bushehr site.

Phase 1: Unit 1 went on line in 2012.

Phase 2: 2 VVER-1000 units, each 1050 Mwe. Construction started March 2017. Units 2 and 3 to be completed in 2024 and 2026.

In Bangladesh: 2 VVER-1200 reactors = 2400 MW at the Rooppur Power Station

Capital cost $12.65 billion is 90% funded by a loan from the Russian government. The two units generating 2400 MW are planned to be operational in 2024 and 2025. Rosatom will operate the units for the first year before handing over to Bangladeshi operators. Russia will supply the nuclear fuel and take back and reprocess spent nuclear fuel.

Russia is the only country with nuclear powered ice breakers.

The biggest ones steadily go through 7 METERS of ice.

Rosatom, created in 2007 by combining several Russian companies, usually provides full service during the entire project life, such as training, new fuel bundles, refueling, waste processing and waste storage in Russia, etc., because the various countries likely do not have the required systems and infrastructures

Remember, these nuclear plants reliably produce steady electricity, at reasonable cost/kWh, and have near-zero CO2 emissions

They have about 0.90 capacity factors, and last 60 to 80 years

Nuclear does not need counteracting plants. They can be designed as load-following, as some are in France

Wind: Offshore wind systems produce variable, unreliable power, at very high cost/kWh, and are far from CO2-free, on a mine-to-hazardous landfill basis.
They have lifetime capacity factors, on average, of about 0.40; about 0.45 in very windy places

They last about 20 to 25 years in a salt water environment 
They require: 1) a fleet of quick-reacting power plants to counteract the up/down wind outputs, on a less-than-minute-by-minute basis, 24/7/365, 2) major expansion/reinforcement of electric grids to connect the wind systems to load centers, 3) a lot of land and sea area, 4) curtailment payments, i.e., pay owners for what they could have produced

Major Competitors: Rosatom’s direct competitors, according to PRIS data, are three Chinese companies: CNNC, CSPI and CGN.
They are building 22 reactors, but it should be noted, they are being built primarily inside China, and the Chinese partners are building five of them together with Rosatom.

American and European companies are lagging behind Rosatom, by a wide margin,” Alexander Uvarov, a director at the Atom-info Center and editor-in-chief at the atominfo.ru website, told TASS.

UK, GERMANY AND NORWAY  

Norway gets 90% from hydro reservoir plants and 10% from west coast windmills.
Because of long distances, there is little connection between the north and south grid.
Any draw by the UK during W/S underproduction affects the south grid.

The grid is pumped by generators to a voltage with 50-cycle electromagnetic waves which travel at near the speed of light. Electrons do not travel. They just vibrate at 50 Hz
Any UK underproduction, resulting in voltage drops, is immediately sensed about 800 miles away, and compensated for, by automatically opening the water valves to hydro turbines in Norway.

Europe’s elites have been using the Paris COP Agreements to get African countries to install highly subsidized, weather-dependent wind and solar systems provided by Europe.

They are paid for with onerous, long-term loans from the World Bank/IMF, and European banks, to keep these countries in colonial-style bondage.
