The Joint Standing Committee on Energy, Utilities and Technology will be meeting on October 24, 2017, from 9 AM to 12 PM in Room 211 of the Cross Office Building to discuss LD 257. The chairs have indicated that time will be provided for public comment at the end of the meeting. If you are interested in presenting to the committee please let me know so I can have an idea of how many people are interested. I will be sending out the agenda for this meeting in the next few days.

First, I believe that government can not be in business to provide services where private enterprise exists or could exist. "Unconstitutional" Given that as a fact, the utilities who own the poles and equipment in the local communities may wish to sell such assets in lieu of paying property taxes. Generators would be the likes of Solar, Wind, local Small hydro or forest consuming Biomass plants, leaving the transmission lines outside of the communities being the interconnection to the larger grid to market any excesses of energy. (but for a price) This scheme may seem attractive, but if unable to market the excess at a fair price, the local price on the microgrid may skyrocket to recover the investment. If an independent micogrid were established, that would entail creating more local Right of Ways, where some may not be allowed to cross existing utility lines without a fee attached. There may be a hidden agenda and may be or become much more complicated. Either way they are out to destroy more of Maine. Get Ordinances in place, prior to entertaining a Wolf in Sheep's clothing. Some communities got sold a bill of goods and some of their elected officials willingly though blindly participated.

It should be obvious that the solar lobby wants to force local government to build solar farms on public property like closed landfills. It puts local government back into energy production and as long as the revenue comes in, the installer who now is the operator, remains in control. Should the economics change, then the town gets stuck with solar farm; or if the vendor goes out of business and the warranties become null and void. 

Why not have a grower of marijuana come in and make the same sales pitch? Or a craft beer maker?

Once upon a time many towns generated their own hydropower; I don't any remain. 

If this bill opens the door to other forms of renewables, like small hydro and tidal, fine; otherwise the only beneficiary will be the solar industry..
