The Wind Game-Modus Operandi for Public Presentations by Wind Mafia , Maine

1.Never ever present your case unless you control the playing field.

2.Limit public partcipation by:

         a. Presenting before or during holidays.

         b. Giving short notice whenever possible ..

         c. Presenting early in the day and never  when at all convenient for the public .

3.Always convince the ruling body to have more time in your presentation than given the opposition.

4.Always restrict or inhibit recordings and access.

5.Always  pack the room with paid pro wind bodies.

6.Attempt to reschedule if any of the above conditions may not be present.

Be sure to emphasize to the press that wind power dissenters are a "small vocal minority".  Have them use that description in all their subjective media coverage of wind development within every rural community.

Pick your task force to "study" wind:

There were 16 members on the task force: several members of the Baldacci administration; a wind power attorney; two staff from state environmental groups (with a third acting as an alternate); Democratic and Republican lawmakers; a union member and a representative of the Independent Energy Producers of Maine. The chairman was Alec Giffen, director of the Maine Forest Service.

All members of the task force favored wind power development....................

Here are a few more:

1. Lie, distort, omit, and manipulate the data from only the sources you have paid off to do it for you.

2. Never reveal the real output, income and cost data as any other company would have to do when dealing with the government or public.

3. Offer jobs to politicians for when they term limit out at extremely high incomes.

Even though the EUT Committee Room has a sign on the door that clearly says "No Electronic Devices Allowed", allow the AWEA lobbyist, and other pro-wind people to text back & forth with committee members during the meeting, feeding them questions, answers and comments.

We saw two new tactics used when EUT Committee held a "public" meeting on the proposed Aqua Ventus project off Monhegan Island.

  1. Schedule the meeting around the ferry schedule so that any islanders who want to attend must either arrive the night before, or stay over the following night.
  2. Arrange for a public school class to visit the Cross Bldg that same day and invite them to sit in on the EUT meeting. But only tell the pro-project people about it so they can be sure to get into the room first. Then let the school children in and close the door so very few of the project opponents can attend.

* Explain that you have spent hundreds of hours and thousands of dollars to ensure that the project is a safe, healthy and profitable addition to their warm and friendly community and the tax dollars and community benefit monetary gifts will truly enrich the community and everyone of its members.

* Limit public participation by inhibiting media notice and coverage of the event.

* Enlist friends to sit in the audience and video record the opposition and not the proponents.

* Ensure that you have big wig attorneys sitting with  you and laugh and chat with them profusely.

* Be on a first name basis with the committee members and be sure to inquire into the health of their parents, spouses and offspring.

* Personally plant flowers along the walkways outside the building and effusively greet the decision-makers as they arrive. 

* Bring along all your children and parents and grandparents to exhibit that you're just a likeable family and are part of the community.
