Start with commodity allocation dependent on customer choice on price. The Electric Restructuring Act of 2000 was enacted to place electric generation in a competitive market giving customers choice on price. At that time, electric generation resources selected to meet demand were based on timely costs to provide the lowest price possible to retail sellers, and, subsequently, to customers

Obviously, policy makers considered the word "Restructuring " meant the market was subject to physical and economic restructuring as they see fit..
Enter renewables, a strictly defined resource, that deviates from traditional customer choice driven market. Even the policy defined term, "renewables " is a matter of debate and makes some wonder why some energy resources are selected renewable and some are not, an arbitrary criteria failure, and a death blow to traditional market principles based on customer choice.

The Restructuring gains momentum. Enter demand resources, a pricing signal to further control buying choices. No longer do you receive the commodity of electricity by payment for, but, if a choice is made to stop the receipt of a given amount of electricity, a payment can be granted the customer in the "Demand Response " political program. Next step : control of personal devices that run off electricity. Smart meters give policymakers energy use information at the individual point of use level. Combine this power with the adoption of distributed generation and the and the energy masters achieve a complete grid makeover . The price, the type and the amount of electricity allocated to each user becomes defined in statutes.

When the supply can't be depended upon as it can with a source like natural gas, an alternate way to match up supply and demand is to control the demand. Enter the smart meter.

 

"A smart grid would allow the integration of variable energy sources like wind and solar. For example, if electricity output dropped suddenly due to a change in wind generation, the grid could dim the lights in big box stores by 20%, a change most people don't perceive, say Don Von Dollen, program manager for the IntelliGrid project at the Electric Power Research Institute".

When ever possible therefore, the only action is to remove oneself from the grid. Doable in many cases , but difficult for most other than the skilled citizen capable  in AC/DC  electrical wiring and system understanding. 

There will be a market for this for sure.
