The Dots Are Connecting to Destroy Maine from the North to the South

  On January 11, 2023,  LS Power sent a letter to the Maine PUC with the following recommendation concerning the recently terminated Northern Maine Renewable Energy Development Program:
"ISO-NE and NESCOE are currently developing Phase 2 of the Longer-Term Transmission Planning Process, which includes provisions for transmission planning for public policy purposes, including regionalization or participation from multiple states. Maine might consider that process as an effective way to implement the transmission procurement under the Northern Maine Renewable Energy Development Program. As currently contemplated, that process would include the possibility of regionalization or participation from multiple states. Although still in development, the process would be implemented by tariff instead of by contract, which would address many of the complications and issues identified during contract negotiations, while still capturing for Maine the benefits of competitive procurement, cost containment, and, if applicable, multistate participation. Developers would benefit from (a) a risk profile that was known upfront and (b) having a more straightforward tariff-based funding mechanism that more closely matches successful competitive transmission procurements seen in other states and RTOs and one that has yielded a proven model for successful financing and development. We continue to believe that this project is good for Maine and that LS Power is well suited to meet the challenges that face transmission development in Northern Maine. We look forward to the possibility of working with Maine in transmission implementation in the future."
As of right now, ISO-NE has had no proposals to conduct a public policy transmission study. Five of the six New England States through their designated representative of the " New England States Committee on Electricity. (NESCOE)" notified ISO-NE in April of 2023 they had no projects, including many megawatts of proposed offshore wind that they would seek regionalization that would share costs with multiple other states. The one state representative from NESCOE that had no comment in April was Philip Bartlett, the Maine PUC Chair, and who happened to testify his approval of LD 1963 at the EUT Public Hearing of Jan. 11,2023. That was the first time I ever heard the PUC sway from testifying " Neither for or Against" on any bill.
 
My guess is LS Power and Phil Bartlett are ready to request ISO-NE prepare a study for a transmission line from Aroostook County to deliver many more megawatts of wind and solar than 1000 megawatts. Currently there are at least 2847 additional megawatts of proposed wind and solar projects for the County. Senate President Jackson also told the EUT committee he was in hopes of involving more states with his County Program and an enlarged infrastructure is possible.
 
If ISO-NE conducts a study and determines that a transmission line of 3847 megawatts can be constructed using the public policy transmission upgrade option, it will be a huge project, many miles longer and billions of dollars more expensive than the recently terminated project. It would mean a wider path and probably extend the whole length of Maine. It would have the added influence of several state governments to acquire land by any means and Maine may have very little chance to stop it.

The image of the temperature models is a distortion of reality, as seen through the lens of biased observers

The essential shortcoming of the IPCC-sanctioned climate models is, they do not reflect the reality of objective data, such as measured by satellites since 1979.

A wind and power transmission project, called the largest of its kind in the country, has raised $11 billion in financing, kicking off a year when many utilities are expected to step up much-needed spending on the power grid.

Pattern Energy Group has started construction on its SunZia project, a wind farm in central New Mexico, where more than 900 wind turbines will generate over 3,000 megawatts of clean energy. A 550-mile transmission line will bring the power to some three million people in Arizona and California.
