Mollie, thank you -- but this was an effort by many and I certainly can't take any credit.  The fact of the matter is that our voices, en masse, DID make a difference in Augusta.  LD 828, a simple citizens' rights bill, was the most hotly contested bill, this session.  That shows the incredible power of (and nervousness of) the wind industry....but it also shows that committed people can achieve something if we band together, stay on topic and work hard.  Good luck in your efforts and please let me know if you need any help!  :)  Kaz

You're welcome, Mollie.  And sorry for misspelling your name. :)

The final version of the bill that will be sent to the Governor is Committee Amendment A, as amended by Senate Amendment A.

If you want to be removed, please begin work on organizing to collect signatures to submit to LUPC asap. The bill's amendments and negotiations created an 'expedited' time frame in which to petition for removal so you must be ready to move on January 1st of next year.  Please help spread the word to your friends in other UT's within the EPA.  We will need to find ways to let the disenfranchised citizens of Maine know how to regain their right to 'have a say' so that they can take advantage of this opportunity.  Thank you!  Kaz

My thoughts early on in the 127th as I started to follow the EUT Committee was that most would like to see these Wind Turbines and other projects that the state is currently funding in part or in full, come to a sunset in any law that was created in the past that promoted them. Though new applications are put forth before the PUC, with new compromises which seem to go toward that end, they through a trickery of wording seem to pull the wool over the eyes of the public, the politicians and agencies. Somehow there seems to be a misinformed government in Maine that we "Maine" is energy deficient while the fact remains that we create more electricity than we use. We are told that we must make up for our over use of Fossil Fuel to offset the Carbon credits, while it is sought to have more Natural Gas come into this state, to create more carbon, while producing that electricity that we do not need. ~~ Ya Think ~~ most of our CO² we take a hit on, is for electricity production for other states? Then we are told we must sacrifice our land, water, health and wilderness to make up for that. Though LePage and the "Well it's Greener" Natural Gas Coalition claim Maine needs more NG for home heating as a greener energy, the fact is only 17% goes to homes or businesses in Maine, with the remaining going to electrical generation for export. Then we also export the Wind, soon to be Solar, and the new surge of BioMass energy that will come as the forest industry makes one last effort to deforest Maine using their new loophole in law, under experimental reforestation. Soon Maine will be charging, like a zoo, a tree peeping fee to the tourists.

We'd like to petition the Maine Land Use Planning Commission for Molunkus Township to pull out of the expedited wind permitting area.  How do we go about this?  I realize the bill has not been signed yet, but want to get a start on it.  Thanks for any help.

The wind lobby hijacked the bill just like they hijacked the scenic impact bill (LD 911). Still good to see some legislators having the guts to resist the wind lobby.

If they are given a chance to withdraw from the expedited wind zones by law, LUPC as an agency, should not have any say. Though this would put an added pressure on areas that have no population, thus little or no withdrawal capability. What may be needed is a county by county ordinance enacted by the people from each county. Since some County commissioners are too easily influenced by the corporate religion $$$$$ .

Yes, this is a step in the right direction, but Maine's Wind Energy Act needs to be repealed. If LUPC must prove that any nixed wind project won't effect the state's "wind power goals", won't they be pressured by the wind industry to veto all petitions for an unorganized township to withdraw from an expedited area?

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
