Contracts to solar projects that are willing to switch from NEB to a long-term contract:

From PUC case no.2023-00335:

1. – twenty-year contract with energy priced at $135/MWh and an annual escalator of 2.25%.  
2. – twenty-year contract with energy priced at $135/MWh and an annual escalator of 2.25%.
3. – twenty-year contract with energy priced at $135/MWh and an annual escalator of 2.25%. 
4. – twenty-year contract with energy priced at $135/MWh and an annual escalator of 2.25%. 
5. - twenty-year contract with energy priced at $145/MWh and an annual escalator of 2.50%.
6. - twenty-year contract with energy and RECs at a combined price of $157/MWh and an annual escalator of 2.50%.
If actually constructed, add this cost to ratepayer reparations. Even when the legislature devises a plan to reduce NEB costs, they don't. Repeal NEB in entirety.

The PUC 2022 "Report on new renewables" States:

"Based on data from NEPOOL-GIS Regulator Reports, 64% of the NEW (since 1/1/2019) solar generation physically located in Maine that registered with NEPOOL GIS only registered their RECs for sale outside the State of Maine."

Part of this 64% is" Behind the Meter (BTM) Solar" which if registered in Maine's RPS would be $0 cost to Maine ratepayers as BTM services load at generation point and must be retired, not sold to CEPs.

On April 22, 2024, the U.S. Environmental Protection Agency (EPA) selected Maine’s proposal for a $62 million grant award to provide financial and technical assistance enabling low-income and disadvantaged households across the state to access solar and energy storage. This program is forthcoming, but not yet available.
