Below is a screenshot from the ISO-NE website displaying the electrical generation sources that supply power to New England; This chart breaks down the type of generation with its relative grid input percentage by seasons.
In Maine, winter power supply is a critical necessity.
As can be seen, natural gas and oil supplied 60% of New England's electricity for the winters of 2024 and 2025. Much more than the 55% during the winter of 2023.
Also, oil-fired generation increased from the winter of 2024 @ 17% to the winter of 2025 @ 21%.
According to ISO-NE, a carbon tax applied to gas and oil generation adds $9.35 per megawatt hour to production costs. During winter months, this surcharge can be as much as 30% of the wholesale electricity prices. Oil-fired plants pay more carbon tax than natural gas due to higher emitted concentrations of C02.
Note how little solar and wind generation compares to natural gas and oil-fired generation during winter months. Despite this tiny contribution, Maine people pay as much as 10% of their power bill to support wind and solar, based on a monthly, fixed, billing charge of $9.84 for stranded costs.
Solar advocates proudly announce that behind the meter solar shaves 5% from required overall annual generation, but, as the chart shows, it isn't even half of that 5% during the winter. Nonetheless, solar and wind output does not even keep up with increased electricity demand.
The cost/benefit ratio commonly used to rate business success/failure is truly a failure in the electricity market that has been hijacked by jackass state legislators.
All New England States should abolish the carbon tax by withdrawing from RGGI. At the very least, Maine should transfer all proceeds that RGGI sends to Efficiency Maine Trust back to Maine ratepayers.
Maine needs to buy out all contracts made between solar companies located in Maine and the ratepayers of Maine that are over 7 years old (the commonly so-called break-even point of return on investment). The buyout shall reflect the wholesale market value of solar, which is well below the $280 per megawatt hour paid to solar projects now.

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
