Restoration and the soil structures in Maine's Mountains

Having reviewed the Dixmont Wind Ordinance, I am particularly curious with their decommissioning and site restoration plan:
(1) The plan shall provide for the removal from the Project Parcels, and lawful disposal or disposition of, all Wind Turbines and other structures, hazardous materials, electrical facilities, and all foundations. The plan shall provide for the removal of all access roads. The plan shall provide for the restoration of the Project Parcels to a condition similar to that which existed before construction of the WEF.


Having worked in the soil all my life, once a soil structure is fractured by deep digging and filling, restoration to what was before is impossible to achieve. Man can not replicate what it took Mother Nature eons to establish, notably soil stabilization . With the massive soil disturbance that takes place on the mountains to accomodate wind farms, restoration costs simply can not be estimated for decommissioning. It would take years of attempting to restabilize such steep slopes and I wonder if stabilization could ever be achieved.
Of course, there is no such thing as restoring solid rock to it's original structure and all mountain wind projects in Maine necessitate blasting of ledge.

Good point, man. We must take this into consideration in all our permitting skirmishes. Decommissioning seems a futile endeavor. Unless we take from the developers and hold huge sums in escrow, decommissioning is likely to fall upon us anyway. When their LLCs go belly up because they couldn't find customers to buy their hare-brained overpriced product, who are we going to go after? We'll need a next-generation (pardon the pun) Superfund site to clean up the turbine carcasses while Kurt, Angus, Hannah, and John are sipping umbrella drinks in the Caymans.
