Legislature Adopts Portfolio Standard
On May 29, 1997, Governor Angus S. King signed into law a bill to restructure the state's electric power industry. As of March 1, 2000, the state's investor-owned utilities will no longer own power plants. These utilities will continue to be regulated as transmission and distribution providers, and retail customers will be able to choose their electricity provider in a competitive market. Recovery of stranded costs has been referred to the PUC for adjudicatory proceedings by July 1, 1999.
The law establishes a renewable portfolio standard as a component of power provider licensing, which requires each competitive electricity provider to include no less than 30% of its supply from renewable resources, including hydro. The law also requires the PUC to establish information disclosure standards for competitive electricity providers so that consumers can make informed market choices and to establish a program allowing retail customers to make voluntary contributions to fund renewables-related research and development (R&D).

IN THE PAST LEGISLATIVE SESSION GOVERNOR LEPAGE TRIED TO LIFT THE CEILING OFF THE 100 MW CAP ON HYDROPOWER SO AS TO ALLOW LARGE HYDRO GENERATORS TO COUNT AS RENEWABLES , HIS ATTEMPT FAILED , REJECTED BY ALL DEMOCRATS AND A FEW REBUPLICANS , NOTABLY STACY FITTS CHAIRMAN OF THE UTILITY COMMITTE .
THOSE FOLKS EVIDENTLY WANT HIGHER ENERGY COSTS
PLEASE READ THE PREDICAMENT OF MINNESOTA RATEPAYERS AND YOU WILL SEE WHAT IS IN STORE FOR MAINE IF THE RENEWABLES MANDATES ARE NOT STOPPED .
KEEP IN MIND THAT MAINE IS A CLEAN ENERGY STATE ALREADY AND ONLY ELITIST MINDS AND MONEY DRIVEN ENTREPRENEURS WOULD WANT TO RAISE YOUR ELECTRICAL BILL.....IT IS OF INTEREST THAT WHEN CAMPAINING FOR A YET HIGHER RPS MANDATE LAST WINTER , BETH NAGUSKY AND DYLAN VOORHEES ( NRCM ) RECOGNIZED THAT THE PRICES OF ELECTRICITY WOULD FIRST GO UP BUT THEN AFTER FEW YEARS WILL GO DOWN WOULD THOSE HIGHER RPS MANDATES THEY PROPOSED IN A REFERENDUM BECOME LAW (THEIR HONESTY WAS DEEPLY APPRECIATED NONETHELESS)
LUCKILY THAT REFERENDUM DIED FROM A LACK OF SIGNATURES , THEIR SUPPORTERS WAITING NOW FEVERISHLY TO SEE IF THE 5TH ATTEMPT TO CONVINCE THE US CONGRESS TO EXTEND THE PTC WILL FINALLY WORK NOW.
PLEASE WRITE TO YOUR LEGISLATORS AND TELL THEM TO STOP THIS FOLLY
RESCIND THE RPS , REGGIE MANDATES AND THE EXPEDITED WIND LAW NOW
