reflections on the BEP rulemaking noise hearing

yesterday   was  a  good , sobering  and  crucial  day  for our  cause .
A good day
after the  losses  of the  BEP and  Law Court  permit appeals for both Rollins and Roxbury in 2009, valiantly argued  By  Lynne  Williams  and  Rufus  Brown, the CTFWP  had decided  at  his  February meeting in 2010 to start pushing for BEP  noise rulemaking . 
We started to shape the suggestions  for  noise  regulations  in March 2010.
Attorney Rufus Brown , Doctor Michael Nissenbaum and  Rick James wrote the language in the summer of  2010 and  the  petition was distributed for  signatures collection in August at our  meeting in Freeport.
It was  a nerve  wrecking exercise for all parties  involved .  
a year  later and  still  non perfectly shaped  a week  ago ,  a finely tuned  meeting unfolded  from 8 .30 AM until 6.30PM at the Civic Center . 
A sober  day
If the  new  regulations have  any  chance  to be  considered by the  BEP and  would  finally protect all the people subject to turbine  noise , the gratitude will go to many folks but none  like the courageous victims of current project from Mars Hill , Freedom and Vinalhaven .
It was , at is was  at the legislative hearings ,heart breaking to listen to the Lindgren,  alan Farago, the Bennetts or Wendy Todd .Their  courage to relentlessly share their pain and  being  forced to beg for relief is humbling but also gives us  the determination to  keep fighting for the greater good.
The enormous  contribution done  by Doctor  Nissenbaum in listening , recording and analyzing the data from Mars Hill and Vinalhaven wind turbine  sufferers and of acousticians  Rick James  Robert Rand and Stephen Ambrose to deepen the understanding of turbine sound levels and its relationship with community noise problems will become  part of the epidemiologic history of the complex medico - environmental wind turbine noise problem.
But without funding there  would be  no medico , legal nor acoustical  exposure to the BEP today and our thanks to FMM are without end .
A crucial day 
There is NO DOUBT that we  put the  industry on the defensive , their pleas for opposing the  new  regulations based on the maintenance of their economical wellbeing were  pathetic , shameful, and  quite evident to the board as demonstrated by their many questions pertaining to that subject.
We now  have an educated board , a warned board  and a board that has  to make  a decision.
The turn  -out was heart warming  to me even though so many have only encountered loss , rejection and absurdity .
I would  like to express gratitude to the BEP members who showed patience, inquisitiveness ,and mental clarity.
There  is  no question in my mind that many members have done their  homework as when compared to the Rollins and Roxbury appeal .
Two years  of  work have made a HUGE "wind turbine noise adverse effect" awareness difference , any of you who have  contributed to that effort should  be quite reassured of that fact.
NOW IT REMAIN TO BE  SEEN WHAT THE BOARD WILL DO WITH THAT NEW FOUND KNOWLEDGE.

BEP is still accepting written testimony until July 18 ,2011.  I am sending in proof that 24 of 34 receptors on Saddleback Ridge were blind-sided.  There are people living with-in impact zone and they did not know Industrial Wind was planned until we, the citizen's told them.

Alos sending over 100 names of Dixfield residents who live in the impact zone and do not want Turbine neighbors.
