They may have a more stringent CO² emissions standard but they sure as hell know how to destroy the earth by other means. 

CO² under water is released more slowly than if it lays in wait of rotting on the ground. Timber on the forest floor may take 10 - 30 years depending on the type of wood and the location. Softwood from the old log and pulpwood drives still exists in some rivers some 55+ years later. 

Saviello may have a degree in forestry, but he uses it to create his version of science.

Saviello testified for the bill and wants the flooded area behind the dams and the area of forest clearing factored into CO2 calculations. Why wasn't the construction of wind turbines, the delivery of wind turbines, the erection of wind turbines and the deforestation for wind turbines ever considered by regulators when permitting wind projects ?
