 PRESS RELEASE - CTFWP ON TODAY'S LANDMARK BEP TURBINE NOISE DECISION

Today the state Board of Environmental Protection voted 5-4 to provisionally adopt a new section to the state's noise regulations dealing strictly with noise impacts from large scale industrial wind turbines.  The board's action was the culmination of a process begun over a year ago by the Citizen's Task Force on Wind Power,  in response to numerous complaints from residents living near the first few wind projects built in Maine. 
 
Steve Thurston, co-chair of the CTFWP, placed today's events in perspective, "while the new rules do not afford citizens significantly more protection than the existing rules,  a framework for future decision making is created. If the projects currently under construction or in the permitting pipeline result in community noise impacts, such as sleep disturbance and widespread annoyance, it will be relatively easy for the BEP to respond to those complaints by tightening these new regulations that are specific to wind turbines."
"On the other hand," said co-chair Dr. Monique Aniel, "due to a ruling by the BEP's legal council, Asst. Attorney General Bensinger, that today's action requires legislative approval, we now are in a limbo period where the BEP, having immersed itself in this issue, has agreed that current noise rules are not protective enough, but we now have to wait an indeterminate amount of time for the legislature to act upon the BEP's decision today.  Given the careful deliberations of the board on this issue, we expect the wind industry to be respectful of the board's decision and the needs of Maine's citizens by applying the new rules immediately to new wind turbine projects."
 
CTFWP is an advocacy group comprised of over three hundred citizens from around the state who are concerned about the proliferation of wind projects as a result of the state's decision under former Governor Baldacci to "make Maine a leader in wind power" by removing long standing protections from Maine's environmental laws.
