In Maine, which because of prevailing winds gets smog from most of the Northeast, there were so many complaints about $24 tests that began in the state's southern half last July that the state suspended the mandatory program in November. The fee was reduced to $14 and the tests were made voluntary, but ultimately the whole program was repealed.
This state has never had any kind of emissions testing ever, then it went from 0 to 60 immediately,'' Deborah Garrett, a spokeswoman for the Maine Department of Environmental Protection, said. ``The process was not familiar and people are very sensitive when it comes to someone messing around with their cars.''
Legislators in Maine are now considering whether to ask Gov. Angus S. King Jr. to withdraw the northern reaches of the state from the regional ozone group -- exempting motorists there from any future clean-air requirements.

The Web site offers daily AQI forecasts as well as real-time AQI conditions for over 300 cities across the US, and provides links to more detailed State and local air quality Web sites.  SO WHY WIND POWER  ??

King spurned a federal mandate to participate in a vehicle emissions program. The program, part of the 1991 Clear Air Act adopted by Congress, charged car owners $24 to perform emissions tests.

In 1998, facing the loss of an estimated $100 million in federal highway funds for spurning the emissions law, King and the Legislature enacted a scaled-back version that mandated auto testing only in Cumberland County.

Like I said Gov King repealed the auto testing because pollution IN Maine IS FROM OUT OF STATE . So the fact is wind power would have  no effect on Maine air quality even IF  it worked .

With little debate or dissension, the Maine Legislature has voted to repeal the nation's first comprehensive auto-emissions testing program. Gov. Angus King is expected to sign the measure into law.

The House and Senate approved the bill on Wednesday.

Systems Control Inc., a subsidiary of the Snap-On Tools Corporation, has a $42 million contract to operate the seven testing centers in Maine. A lawyer for the company, Richard Spencer, said Systems Control would sue the state for damages next week.

The testing program was approved by the Legislature in 1992 as the centerpiece of the state's plan for reducing smog-creating emissions by 15 percent to comply with the Federal Clean Air Act.

Tests began last July, but were immediately met with opposition from residents who considered them unnecessary, overly expensive and unreliable. The program was suspended in September.

Mr. King, an independent, called this month for repealing the program as a part of a revised clean-air strategy.
