It's Time to Voluntarily Un-Enroll from the Voluntary Enrollment in RGGI

- "In sum, we believe that, for the clean energy transition to be successful, the region must continue to have reliable supplies of gas for home heating and electricity. Without adequate gas, the region may not be able to meet the demand for home heating and electricity – and, when reliability suffers, the clean energy transition suffers. We have seen that story play out in Europe, Australia and, closer to home, in California and Texas. In sum, it is critical to the region’s decarbonization goals that the lights and heat stay on in New England – and, for the foreseeable future, that requires gas." August 2022
- "The estimated RGGI costs for generators of all fuel types increased slightly over the period. RGGI allowance prices increased by 0.7% in 2023 (from $13.48/short ton in 2022 to $13.57/short ton in 2023). For a typical natural gas-fired generator the average estimated CO2 cost was $6.19/MWh in 2023, a modest increase of just $0.04/MWh from 2022. "
- Decarbonization Costs are Rapidly Increasing
- 2024 RGGI allowance prices averaged $20.71/Short ton
- 20.71(2024) divided by 13.57(2023) equals 1.52. 1.52 times 6,19(2023) equals $9.45/MWh(2024) cost to natural gas-fired generators.
- So, "adequate gas" in 2024 will be priced $9.45/MWh above production costs due to state decarbonization policies.
- So, every time natural gas is required to meet demand in the New England electricity market, which is the majority of the time, every other non-carbon producing generator receives a $9.45/MWh windfall.
- Now if 2024 average wholesale energy prices come in near the 2023 prices of $37/MWh, the cost of decarbonization on the wholesale energy market is 9.45 divided by 37 equals 25%. One fourth of electricity prices passed from the wholesale market to the retail market is due to decarbonization policies from voluntarily being enrolled in RGGI.
